Approval of a policy establishing standards for determining household size, income limits, and occupancy requirements for households that include a pregnant individual, for use in the eligibility determination process under applicable Urban County Program (UCP) grants.

The Urban County Program (UCP) administers housing assistance through various federal grant programs, including the Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), Emergency Solutions Grant (ESG), and HOME-American Rescue Plan (HOME-ARP), among others. In order to ensure consistent, HUD-compliant practices when determining income eligibility, household composition, and appropriate unit size, UCP has developed a policy that specifically addresses how to evaluate cases involving a pregnant household member.
This policy formalizes guidance on:

• Counting unborn children in household composition for income limit and unit size purposes,
• Income inclusion and projection related to pregnant individuals,
• Applicable occupancy standards and bedroom count minimums,
• Documentation and verification protocols to ensure compliance with HUD regulations.

The policy is based on federal guidance found in 24 CFR §§5.609 and 92.203, HUD Handbook 4350.3 REV-1, the Housing Choice Voucher Guidebook (7420.10G), and HUD’s Technical Guide for Determining Income and Allowances.                                                                                                Once approved, the policy will apply where relevant across all current and future UCP programs that require household eligibility assessments.
