The Urban County Program requests approval to enter into HOME Investment Partnerships American Rescue Plan (HOME-ARP) Program Written Agreements with the following Subrecipients for the provision of eligible HOME-ARP supportive services to HOME-ARP qualifying populations, in accordance with HUD Notice CPD-21-10, subject to final legal review.
The proposed agreements shall become effective upon full execution and shall remain in force through September 30, 2030, unless terminated earlier in accordance with the terms of the agreement or upon exhaustion of all available HOME-ARP Supportive Services funds, whichever occurs first.

BACKGROUND
In 2021, the U.S. Department of Housing and Urban Development’s (HUD) Office of Community Planning and Development (CPD) allocated funding appropriated through the American Rescue Plan Act (ARP) of 2021 to HOME Investment Partnerships Program participating jurisdictions under the HOME Investment Partnerships American Rescue Plan Program (“HOME-ARP”). HOME-ARP funds are intended to provide financial resources to assist vulnerable populations through housing, shelter, and supportive services for persons experiencing or at risk of homelessness, fleeing or attempting to flee domestic violence, dating violence, sexual assault, stalking, or human trafficking, and other populations at greatest risk of housing instability.
On January 14, 2026, the Hidalgo County Urban County Program issued a HOME Investment Partnerships American Rescue Plan (HOME-ARP) Program Notice of Funding Availability (NOFA) for Provision of Supportive Services in accordance with the County’s approved HOME-ARP Allocation Plan. Following application review and eligibility determination, the agencies listed below were recommended for funding based on the consistency of their proposed program design with the requirements of HUD Notice CPD-21-10, including the provision of eligible supportive services to HOME-ARP qualifying populations, as well as their demonstrated organizational capacity and experience serving vulnerable populations within Hidalgo County.
