Discussion, consideration, and possible action to approve the FY 2025 Emergency Solutions Grant (ESG) Program Subrecipient agreements between Hidalgo County Urban County Program (UCP) and The Salvation Army of McAllen and Women Together, INC., for the administration of ESG funded activities for the term of November 1, 2025 through July 31, 2027.
BACKGROUND
1. On September 25, 2025, the U.S. Department of Housing and Urban Development (HUD) awarded Hidalgo County UCP the FY 2025 ESG Program funding.
2. The November 1, 2025, effective date is proposed to allow the subrecipients to request reimbursement for eligible ESG activities incurred during the funding period. Due to administrative delays, staffing transitions, and program training, subrecipients were not provided timely guidance regarding all eligible reimbursable expenses. Approval of these agreements will allow the subrecipients to administer ESG-funded activities in accordance with HUD requirements.
