Discussion, consideration, and possible action to rescind a portion of previously approved Agenda Item AI-103494 authorizing a HOME Investment Partnerships American Rescue Plan (HOME-ARP) Program Written Agreement with The Salvation Army for the provision of eligible HOME-ARP Supportive Services, and deobligate the funding of $153,373.73 initially awarded, subject to legal approval

On May 26, 2026, the Hidalgo County Commissioners’ Court approved Agenda Item AI-103494 authorizing the Urban County Program to enter into HOME Investment Partnerships American Rescue Plan (HOME-ARP) Program Written Agreements with eight (8) subrecipients for eligible HOME-ARP supportive services in accordance with HUD Notice CPD-21-10.

Following Commissioners’ Court approval, The Salvation Army notified the Urban County Program that it was declining its HOME-ARP funding award of $153,373.73 and would not execute a HOME-ARP Written Agreement with Hidalgo County.

Approval of this item will rescind the portion of Agenda Item AI-103494 related to The Salvation Army and deobligate the $153,373.73 funding allocation. The funds will remain available for future eligible HOME-ARP Supportive Services activities subject to applicable HUD requirements and future Commissioners’ Court approval.
