Discussion, consideration and possible action to adopt the Hidalgo County Urban County Program’s HOME Investment Partnerships American Rescue Plan (HOME-ARP) Program Policies and Procedures to establish the administrative framework governing the implementation of the County’s HOME-ARP Program, subject to legal approval
BACKGROUND
The U.S. Department of Housing and Urban Development (HUD allocated funding appropriated through the American Rescue Plan Act (ARP) of 2021 to assist qualifying populations through housing, shelter, and supportive services.
The Hidalgo County Urban County Program has developed comprehensive HOME-ARP Policies and Procedures to establish the administrative framework governing implementation of the County’s HOME-ARP program. The Policies and Procedures outline program requirements, eligible activities, administrative responsibilities, financial management, recordkeeping, and other standards necessary to ensure compliance with HUD regulations and HOME-ARP Notice CPD-21-10.
