Beginning in FY2025, FEMA non-disaster Notices of Funding Opportunity include specific requirements for subrecipients to vet and document foreign nationals when personnel costs will be charged to federal awards. The Public Safety Office (PSO) serves as the primary recipient for the Homeland Security Grant Program. Constable Pct. 3, receiving FEMA grant funds, passed through the PSO; considered a subrecipient.
