Urban County Program is requesting approval of a program amendment for the City of Elsa, Urban County Program Year 22 (2009).  The amendment will include a new parks recreational facility line item.

The proposed amendment for the City of Elsa will affect the existing work plan in Year 22 (2009).  A Public Hearing was held on April 1, 2011 at 6:00 pm. and citizen participation requirements have been met.  (See attached detailed Public Hearing Notice.)  The proposed  budget & program amendment will allow for the inclusion of a new parks recreational facility improvements line item adding funds to the approved Park Improvements to the Mario Leal Park, to include but not limited to advertising, engineering fees, material testing fees, and related appurtenances as they pertain to project completion for an existing 2010 funded project being undertaken by Hidalgo County Precinct No. 1 (Elsa).  (Letter of request from the City of Elsa is also attached.)
