Requesting exemption from competitive bidding requirements under Texas Local Government Code, Section 262.024(a)(4) "professional services" with the Law  Firm/Office of Ramon Garcia in connection with legal representation as it pertains to recovery of any and all unpaid royalty payments and consequential damages due and owing to Hidalgo County as a result from oil and gas exploration conducted or being conducted on County owned land.
