BACKGROUND
Under the TCEQ Scrap Tire Regulations, specifically 30 TAC §328.66 for LRPUTs, a local government must be notified by a business or individual that is applying for authorizations to operate under the regulations. A local government or any person may provide written comments to TCEQ concerning the application within 30 days of the date of notification
