Requesting approval to re-designate Urban County Program Director as Certifying Officer Designee for Environmental review procedures for entities assuming HUD Environmental responsibilities (CDBG, HOME, ESG, COLONIA, TDHCA, TDA, GLO Program and etc.).
BACKGROUND
Prior to expending Annual Funding from the U.S. Department of Housing and Urban Development, the County’s Urban County Program must comply with 24 CFR Part 58 of the Federal Regulations. These Regulations provide Guidance on the environmental procedures, Public Comment Periods and Request for Release of Funds.
The Urban County Program is requesting that such Designation be made to the Urban County Program Director in order to speed up project spending and compliance with ratio requirements.
