BACKGROUND
Negotiations with the No. 1 ranked firm, S & B Infrastructure were not successful. The scoring grid for engineering firms for the San Juan Street Improvements Project was originally presented in Hidalgo County Commissioners’ Court on September 13, 2016 and ranked the following firms, of which S & B Infrastructure, Ltd., was ranked No. 1 and Javier Hinojosa was ranked No. 2.
