BACKGROUND
County Operations Administrator, Raul Silguero, Jr., purchased a software subscription needed by Human Resources to produce Organizational Charts for County wide departmental purposes. The company providing the services (Office Works Software, 801 Garden Street Suite 201, Santa Barbara CA) was not an approved vendor at the time the services were required and Mr. Silguero approved both transactions using his personal credit card.
