1. Requesting exemption from competitive bidding requirements under Texas Local Government Code 262.024 (a)(7): an item that can be obtained from only one source, including: (A) ‘items from which competition is preclude because of the existence of patents, copyrights, secret processes or monopolies”.
 
2. Action to declare ZoomGrants as a Sole Source with approval to purchase products, upgrades, yearly subscriptions, maintenance and support unless said declaration is revoked by Hidalgo County Commissioner Court.
 
3. Authorization to purchase a federal grant online application management solution; including 1 year subscription, program fees, and account activation in the amount of $12,750.00; subject to compliance with HB 1295 [when and/or if applicable].
 
4. Authorization to renew annual subscriptions on a yearly basis as needed.

ZoomGrants is the only online grant management system to provide the optimal solution to local governments that manage pass-through funding from the U.S. Department of Housing and Urban Development (HUD) programs.   The Urban County will be using ZoomGrants to accept, review, and manage HUD CPD funding applications online for CDBG, ESG, HOME and REHAB programs.
