1. Urban County Program is requesting County Commissioner’s Court approval of the following Civil Rights requirements for the Texas Community Development Block Grant Disaster Recovery (TxCDBG-DR) 2015 Floods and Storms Grant administered under the Texas General Land Office’s Community Development and Revitalization (GLO-CDR) program, CDBG-DR Contract No. 18-419-000-B128:

a.) Section 3 Local Opportunity Plan;
b.) Excessive Force Policy;
c.) Section 504 Policy against Discrimination based on Handicap and Grievance Procedures;
d.) Fair Housing Policy; and
e.) Code of Conduct.

2. Consideration and approval of Resolution regarding Civil Rights for the TxCDGBG-DR 2015 Floods and Storms Grant under the GLO-CDR program, CDBG-DR Contract No. 18-419-000-B128.

3. Consideration and approval to authorize the County Judge to sign any and all contractual documents associated with the aforementioned policies/procedures/resolution as required by the GLO.

The Texas General Land Office requires resolutions, ordinances, and policies regarding civil rights, equal opportunity, and citizen participation to be in effect throughout the contract period. Grant Sub-recipients are required to submit a copy of the policies to the GLO, adopted or reaffirmed throughout the duration of the grant.
