Authorization for the County Judge to sign the Grant Closeout Certification and Federal Financial Report (SF-425) for the HOME Investment Partnerships Program (HOME).

The Hidalgo County Urban County Program has been a recipient of the HOME Investment Partnerships Program grant since 1992. In accordance with 24 CFR 92.507 and 2 CFR Part 200, HUD must close-out all Federal awards when it has determined that all applicable administrative actions and all required work of the Federal award has been completed by a participant jurisdiction. 
Per the Funding Approval and HOME Investment Partnerships Agreement(s) and the HOME regulations at 24 CFR Part 92, each HOME participating jurisdiction is required to complete the following actions prior to closeout: 

• Complete all HOME projects in a manner consistent with the Funding Approval and HOME Investment Partnerships Agreement(s), HOME Investment Partnership Act (42 USC 12701 et. seq.), the regulations at 24 CFR Part 92 and 2 CFR Part 200, and the participant jurisdiction’s approved Consolidated Plans and Annual Action Plans, all as reflected in data entered in the Integrated Disbursement and Information System (IDIS).
• Ensure all HOME units are occupied, and accurate beneficiary data has been entered in IDIS.
• Resolve and close-out all A-133 Single audits, HUD monitoring, and OIG audit findings.

 Based on the above criteria, HUD has determined that the HOME grants starting from 1992 through 2010 can be closed out and as such has prepared a Grant Closeout Certification for our review and signature. 
As such, the Hidalgo County Urban County Program is requesting that the Hidalgo County Judge signs the Grant Closeout Certification and Federal Financial Report (SF-425).
