Subject to Compliance with HB 1295, requesting consideration and action to award and enter into a construction contract with Foremost Paving, Inc., the lowest responsible bidder in the amount of $317,413.00 utilizing Edcouch Street Improvements, UCP funds from Fiscal Years 30, 31 & 32 (2017, 2018 & 2019).  Pending legal review

The bid opening was held on March 3, 2020 and the lowest responsible bidder meeting all
specifications and/or requirements was Foremost Paving, Inc.  Project consists of Street
Improvements for multiple streets within the city limits of City of Edcouch.  Please see attached
letter of recommendation by the project engineer and contractor’s general liability
insurance.  Project engineer firm is Hinojosa Engineering, Inc.
