Requesting approval of the First Amendment to the 2018 HOME Community Housing Development Organization (CHDO) Program Agreement between Hidalgo County Urban County Program (UCP) and Affordable Homes of South Texas, Inc., (AHSTI).

The 2018 HOME Community Housing Development Organization (CHDO) Program Agreement with AHSTI included the construction of a total of eight (8) to ten (10) new homes for qualified families. While all of the allocated HOME FY 2018 funds are already committed to the projects, the funds have not been obligated or drawn down as a result of the COVID-19 pandemic which brought challenges due to staff not being able to conduct site visits, subcontractors losing workers and households in the pipeline being in quarantine. As such, AHSTI has requested an extension to the 2018 CHDO Agreement from October 9, 2020 to October 9, 2021.
