1. Hold Public Hearing to consider public comments on a proposed amendment for Precinct #3 concerning recaptured and/or forfeited CDBG funds from the cities of Granjeno, Palmhurst, Palmview, Penitas and Sullivan City from Program Years 1999,2000,2001,2003,2004,2005 and 2006 in the total amount of $2,246,388.42.
2. Consideration and Approval of an amendment to the Precinct #3 CDBG workplan for recaptured and/forfeited funds
To create the following line items:
Housing Rehabilitation $ 50,000.00
Street Improvements (Penitas – Martinez & Camargo Subdivisions) $ 245,020.12
Drainage Improvements (Penitas – Camargo & Barcelona Heights Subdivisions) $ 185,701.00
Street Improvements (Palmview – Park Drive and new access road) $ 200,000.00
Water/Sewer Improvements (3 miles of reconstructed water line from Havana $1,565,667.30
Water Plant to Sullivan City and Construction of elevated water storage tank on $2,246388,42
El Pinto Road)

BACKGROUND
The cities of Granjeno, Palmhurst, Palmview, Penitas and Sullivan City have all lost CDBG funding to Hidalgo County Precinct #3 in the total amount of $2,246,388.42. These funds were lost due to the cities either not meeting the 1.5 expenditure ratio requirement or failure to prepare and submit a yearly city audit. In some cases, both requirements were not met. According to the Court approved CDBG Program Policy, the commissioner now has discretion over these funds. The resulting amendment to the Precinct 3 workplan is reflective of the new uses for these funds.
