BACKGROUND
The Hidalgo County Urban County Program (UCP) entered into a Texas Emergency Rental Assistance (TERAP)
Contract (# 70200001042) with the Texas Department of Housing and Community Affairs (TDHCA) on January 15,
2021. TERAP helps eligible Texas tenants economically impacted by the COVID-19 pandemic stay in their homes, by
providing up to six months of rental assistance. The program will service Hidalgo County’s entire jurisdiction, except
for the city limits of Edinburg, Mission and McAllen , as they are TERAP Entitlement Communities.
