- Nondiscrimination requirements contained in the Department of Housing and Urban Development (HUD) and Texas Department of Agriculture (TDA) regulations implementing Civil Rights, Section 504, Equal Opportunity and Fair Housing Officers for the TxCDBG/TDA Colonia Funds: Planning Contract No. CFP22-0166;
2. UCP is requesting Commissioner’s Court consideration and approval to appoint the UCP Director as the Labor Standards Officer to ensure compliance for the following:
- The TDA regulations implementing Davis-Bacon Labor Standards for the TxCDBG/ TDA Colonia Funds: Planning Contract No. CFP22-0166; and
3. UCP is requesting Commissioner’s Court consideration and approval to appoint the UCP Director as the Section 3 Coordinator to ensure compliance for the following:

BACKGROUND
As required by the Texas Department of Agriculture (TDA), the Hidalgo County Urban County Program must designate an Officer to ensure compliance with Civil Rights, Section 504, Equal Opportunity and Fair Housing, which all prohibit disability discrimination by any program or activity that receives federal/state funds. Appointment of a Section 3 Coordinator and a Labor Standards Officer is also required by the TDA to oversee the labor portion of the contract to be in compliance with all requirements. Documentation for these appointments and designations will be submitted online via TDA-GO! Website as instructed by the TDA 2022 Project Implementation Manual.
