BACKGROUND
The Hidalgo County Urban County Program requested quotes for the purchase of PCS Pipette Calibration System and Software for the CDBG-CV Health Facility (Bio Safety Lab). It was determined that Artel, Inc. was the sole provider of the calibration system and software, therefore, a sole source declaration was requested from the Purchasing Department.
