Requesting authority to negotiate a Professional Consulting Service contract with the No. 1 ranked firm of _________________________ for the provision of Professional Consulting Services for the Hidalgo County Urban County Program and Texas Department of Agriculture (TDA) CDBG – Colonia Fund – 2022 Planning Funds Project.

Project consists of a comprehensive colonia needs assessment of all identifiable colonia communities within Hidalgo County for future grant funding.  The needs assessment of approximately 937 colonias aims to collect, organize, and analyze data to determine areas that show health, environmental, and economic challenges, produce a thorough assessment of the water and waste disposal infrastructure, as well as roads and other infrastructure.
