1.   Request to Amend the original 2003 HOME Community Housing Development Organization(CHDO) Exhibit “A” Performance Statement presented by Community Hope Projects, Inc. (CHDO) from lot acquisition/construction of four (4) single family homes to acquisition of four (4) lots including down payment/closing cost assistance for each qualifying family to purchase home.

      2.  Request Approval to decrease the 2003 HOME contract with Community Hope Projects, Inc.
          (CHDO) from $200,00 to $85,000.

This amendment would allow for the decrease in the total contract amount from $200,000 to $85,000.  Community Hope Projects, Inc. (CHDO) original performance statement indicated that a total of $200,000 would be utilized, along with a $200,000 match from the Meadows Foundation, for lot acquisition/construction of four (4) single family homes in the Palm Lakes Estates Subdivision in Alton TX.  After funding a total of $12,500 per property for lot acquisition, the UCP discovered that the CHDO did not follow proper procurement procedures in order to allow for the construction of the proposed homes.  The CHDO has since constructed the four (4) homes utilizing other funding but wishes to assist the families purchasing these homes with down payment/closing cost assistance.  The UCP is requesting approval to set-aside a total of $35,000 for this purpose, which will be utilized per home as follows:
