HIDTA - U.S. Treasury Funds (1252):

Urban County - Diana Serna:
 
A.
Requesting approval for loan extension of the Hidalgo County HOME loan between Edcouch Housing Development, L.P., a Texas Limited Partnership ("Borrower") and Hidalgo County Texas, acting through its Urban County Program, a Texas governmental entity ("Lender").
 
B.
The Urban County Program is requesting consideration and action to award and enter into a construction contract with Total Commitment, LLC, in the amount of $369,647.00, for street improvements in Hidalgo County Precinct No. 3 utilizing Urban County Program Year 20 (2007), Year 21 (2008) & Year 22 (2009) Street Improvement funds.
 
C.
Urban County Program on behalf of the City of Peñitas is requesting authority to purchase library equipment for the new library through Hidalgo County's membership and participation with Buy Board (Texas Association of School Boards) approved vendor Key Enterprises (contract #262-07) in the amount of $42,360.06 (quote attached hereto) to include fees and accessories.  City of Penitas UCP Year 22 (2009) Public Facilities Income funds will be utilized.
 
D.
1.  Requesting approval to reallocate surplus funds in the amount of $10,000 from the FY 03 CHDO Contract between Community Hope Projects, Inc. and the Urban County Program into the FY 03 HOME Owner Occupied Rehabilitation fund balance.
2.  Requesting approval to reallocate surplus funds in the amount of $12,862.72 from the FY 04 CHDO Contract between Housing Plus, Inc. and the Urban County Program into the FY 04 Owner Occupied Rehabilitation fund balance.

Approval to appoint two (2) County Commissioners' Court members and two (2) County Commissioners' Court alternates to the Hidalgo County Urban County Advisory Board.
 
F.
1. Requesting exemption from competitive bidding requirements under the Texas Local Government Code 262.024 (a)(4) for professional engineering services in connection with Hidalgo County Urban County Program Years 20 (2007) and 21 (2008) for the Precinct No. 2 - Street Improvements Project (El Charro No. 2 S/D – Inca St).

2. Presentation of the scoring grid of at least three (3) engineering firms from the County's approved "pool" as graded and evaluated by Precinct No. 2, Urban County Program and Hidalgo County Purchasing Department for the purposes of ranking by CCC in connection with an Urban County Program Street Improvements Project (El Charro No. 2 S/D – Inca St) in Precinct No. 2.

3. Authority to negotiate a professional engineering service contract with the No. 1 ranked firm of ______________  for the provision of engineering services for an Urban County Program – Precinct No. 2 - Street Improvements Project (El Charro No. 2 S/D – Inca St).

Urban County Program on behalf of the City of Edcouch is requesting consideration and action to award and enter into a Construction Contract with M F Site Construction (lowest bidder meeting all specifications and/or requirements) for the Street Improvements Project located in the City of Edcouch in the amount of $132,397.12 utilizing Year 21 (2008) street improvement funds. The project consists of street overlays & 6 new concrete valley gutters.

Approval of a Proclamation declaring April 2010 "Fair Housing Month".

Presentation and approval of a Proclamation declaring April 4th - April 10th, 2010, as Community Development Block Grant (CDBG) Week.

Urban County Program on behalf of Hidalgo County Precinct No. 1 is requesting authority to purchase Public Services (General) Equipment for the public library through Hidalgo County's membership and participation with TPSS-DIR, approved vendor INSIGHT Public Sector SLED (contract #DIR-SDD-223) in the amount of $12,380.00 (quote attached hereto) to include fees and discounts as requested by the City of Weslaco for the Public Library.  Hidalgo County Precinct No. 1 UCP Year 22 (2009) Public Services (General) funds will be utilized.

Urban County Program on behalf of the City of Mercedes is requesting authority to purchase Public Services (General) Equipment for the public library through Hidalgo County's membership and participation with Buy Board, approved vendor Gaylord Bros., Inc. (contract #328-09) in the amount of $1,214.38 (quote attached hereto) to include fees and discounts as requested by the City of Mercedes for the Public Library.  City of Mercedes UCP Year 22 (2009) Public Services (General) funds will be utilized.
