NOTICE is hereby given in accordance with Chapter 551, Texas Government Code, that a SPECIAL MEETING of the Drainage District #1 Board of Directors will be held in the Commissioners' Courtroom of the Administration Building, Edinburg, Hidalgo County, Texas. Discussion and possible action relating to the following business will be transacted:

Pursuant to the Texas Natural Resources Code Chapter 71, Lease of Land for Mineral Development, Sub-Chapter A:
Article 71.004-Public Notice and Hearing to consider "Lease of Land for Mineral Development" for the following described parcel of land; property owned by the Hidalgo County Drainage District No. 1 and described as:
Tract II A 0.154 acre tract of land, more or less, out of Lot Eight (8), A Wayne Wood Subdivision, Hidalgo County, Texas, as per map of plat thereof recorded in Volume 1, Page 59, Map Records, Hidalgo County, Texas.

A. Request approval of Change Order No. 6 on the Contract with Longhorn Excavators, Inc. for the Construction of Mission Levee Improvement Project-Inspiration Rd. to Abram Rd. (3.91 miles).
B. Request approval of Change Order No. 18A and No. 28 on the Contract with Ballenger Construction Company for the Construction of Levee DHS 0-4A. Subject to Department of Homeland Security (DHS) concurrence.
C. Request approval of Change Order No. 10, No. 11, No. 13 and No. 14 on the Contract with Ballenger Construction Company for the Construction of Levee DHS 0-4C. Subject to Department of Homeland Security (DHS) concurrence.
D. Request approval of Change Order No. 29 on the Contract with SER Construction Partners, LTD. for the Construction of Levee DHS 0-7. Subject to Department of Homeland Security (DHS) concurrence.
E. Request approval of Change Order No. 21 on the Contract with Williams Brothers Construction Co., Inc. for the Construction of Levee DHS 0-9 PH I. Subject to Department of Homeland Security (DHS) concurrence.
F. Request approval of Change Order No. 22 on the Contract with Williams Brothers Construction Co., Inc. for the Construction of Levee DHS 0-10. Subject to Department of Homeland Security (DHS) concurrence.
B. Request approval of Change Order No. 18A and No. 28 on the Contract with Ballenger Construction Company for the Construction of Levee DHS 0-4A. Subject to Department of Homeland Security (DHS) concurrence.

Discussion, consideration, and approval of an Order of the Hidalgo County Drainage District No. One authorizing the purchase and acquisition of certain personal property and the financing thereof; approving certain installment purchase terms under the authority of section 271.001 et seq., local government code; payable from available funds of Hidalgo County Drainage District No. One, subject to annual appropriation; prescribing the terms and form thereof; providing for the payment of the principal thereof and interest thereon; and approving other matters incident thereto.

Request approval of Amendment No. 1 of the Texas Water Development Board (TWDB) Contract No. 0804830848 which will extend the Contract Completion Time.

A. Request approval of Budget Amendment to transfer out of General Fund to Special Revenue-DHS Fund 120 the amount of inkind services for the installation of guardrails and contractual services related to DHS Grant.
B. Request approval of Budget Amendment in Capital Projects Fund 132- 2008 Bond Series. No Budgetary Impact.
C. Request approval of Budget Amendment to transfer out of General Fund to Debt Service Fund 140 the amount for the 2010 lease payment related to 2009 debt purchase agreement of motograder and dozer.
