Discussion, consideration and action authorizing the County Judge to sign the Letter of Intent with AEP's partner, CLEAResult, to provide direct support, tools, and training necessary to help Hidalgo County 1) identify, evaluate and undertake energy efficiency improvements, 2) evaluate energy efficiency proposals from vendors, 3) overssee opportunities throughout completion, and 4) understand how to leverage energy savings to finance projects, including potential financial incentives.

Approval of monthly installment agreement of $50.00 per month from Brenda Espinoza to settle $400.00 for an auto accident with County vehicle. (Precinct 2)

HIDTA Task Force:
Approval to cancel the Inter-Local Governmental Agreement between the Hidalgo County HIDTA Task Force and the Texas Department of Public Safety.

1. Approval of Certification of Revenues as certified by the County Auditor for the 2009 Homeland Security Grant Program (HSGP)

2. Approval of 2010 appropriation of funds for the 2009 Homeland Security Grant from the Texas Division of Emergency Management (TDEM) in the amount of $959,729.55

Urban County - Diana Serna:
 
A.
The County of Hidalgo Urban County Program (UCP) is disclosing that Maria Dolores Barco, who has applied for housing assistance, is the mother of Mr. Antonio Barco, UCP Deputy Director.
 
B.
The Urban County Program on behalf of the City of Edcouch, is requesting approval and award of best and final negotiated contract with Guzman & Muñoz Engineering and Surveying, Inc. in the amount of $21,090.00 utilizing CDBG Year 22 (2009) for the City of Edcouch – Street Improvements.
 
C.
Requesting authorization to extend fiscal year agreement with The Salvation Army-ESG Program YR 22 - (2009) until March 31, 2011. Their agreement will terminate on Dec. 31, 2010.
 
D.
Requesting authorization to extend fiscal year agreement with Mujeres Unidas/Women Together- ESG Program YR 22- (2009) until March 31, 2011.  Their agreement will terminate on Dec. 31, 2010.
 
E.
Requesting authorization to extend fiscal year agreement with American Red Cross -ESG Program YR 22- (2009) until March 31, 2011. Their agreement will terminate on Dec. 31, 2010.
 
F.
Requesting authorization to extend fiscal year agreement with the Advocacy Resource Center for Housing (ARCH) - ESG Program YR 22- (2009) until March 31, 2011.  Their agreement will terminate on Dec. 31, 2010.
 
G.
Requesting approval to Re-Authorize Urban County Program Director to sign and execute Loan Agreements, Rehabilitation Contracts, Promissory Notes, Release of Real Estate Liens on Property that have met the established Affordability Periods, and CHDO Agreements, as they relate to the HOME Program.
 
H.
Requesting approval to re-authorize the Urban County Program Director to sign and execute contracts, and agreements after Hidalgo County Commissioners' Court approval as it relates to all Hidalgo County Urban County Program projects included in the Annual Consolidated Plan and subsequent amendments.

a. Requesting approval of the sixty (60) day grace period extension as provided under current Contract #C-09-002-01-06 between Hidalgo County and Memorial Funeral Home so as to have no lapse in services while procurement process is completed;

b. Recommending to reject all bids received on RFB 2010-292-12-01-YZV for Hidalgo County - "Funeral and Burial Services for H.C. Qualified Indigent Families" with authority to re-advertise project with modified specifications including approval of procurement packet (i.e. specifications/requirements, legal notice, draft service contract, etc.) as attached hereto for: Hidalgo County Health Department - "Funeral & Burial Services for H. Authority to purchase telephone equipment for Hidalgo County Old Administration Building 3rd Floor from Presidio Networked Solutions, an awarded vendor through the Texas DIR-Contract No.-DIR-SDD-1367 totaling $59,935.52.

Requesting authorization/approval to request proposals from awarded Job Order Contractors (through County's membership and participation in various cooperative purchasing programs/association, etc.) for the repairs & renovations to Old Juvenile Justice Center for conversion into a New County Autopsy Facility Project #11-029 from:

a. Herrera & Hunt Inc. and Alpha Building Corporation (awarded through Hidalgo County's membership/participation with Harris County Department of Education's JOC Program); and CAS Companies JOC thru TCPN Contract #R-5004 as approved on 05/24/10 so as to determine the best value under TX . Local Government Code 271.113; or, in the alternative;

b. Request authority to proceed with sealed procurement process through conventional construction method and approval to advertise same with plans and specifications drafted through contracted engineer, S & B Infrastructure Group for both JOC proposal and sealed bid advertisement (whichever applicable).
