Discussion, consideration and approval to transfer $1,744,278 to the County of Hidalgo Medicaid Supplemental Program Escrow Account for Indigent Health Care expenditures for the 2nd Quarter of Fiscal Year 2011.

Requesting authorization to accept the attached Immunization Branch - Locals grant contract #2011-036297, Amendment 001B.  The purpose of this Amendment is to move funds to purchase equipment for the Immunization program.  The total contract amount of $649,320.00 remains unchanged. "The Amendment No. 001B is effective May 10, 2011".

Pursuant to fuel policy, requesting approval to reimburse Rolando Benavides for the purchase of fuel for county vehicle in the amount of $27.00.

Urban County - Diana Serna:
 
A.
1. Hold a Public Hearing to consider public comments for a Hidalgo County Precinct No. 3 proposed Program Amendment to their existing Urban County Program work plan for FY 23 (2010).  The proposed amendment will add streets into their existing work plan to include caliche, curb and gutter, sidewalks and related appurtenances as they pertain to project completion.

2. Consideration and approval of a Program Amendment for Hidalgo County Precinct No. 3 Year 23 (2010) work plan.  The proposed amendment will add streets into their existing work plan to include caliche, curb and gutter, sidewalks and related appurtenances as they pertain to project completion.
 
B.
1. Urban County Program on behalf of the City of Hidalgo is requesting authority to purchase computer equipment for the Hidalgo Public Library through Hidalgo County's membership and participation with Buy Board (Texas Association of School Boards) approved vendor PCMALLGov (contract # 331-09) in the amount of $25,313.72 (quote attached hereto) to include shipping fees. The City of Hidalgo UCP Year 23 (2010) Public Service funds will be utilized.

2. Urban County Program on behalf of the City of Hidalgo is requesting authority to purchase computer equipment for the Hidalgo Public Library through Hidalgo County's membership and participation with DIR (Department of Information Resources) approved vendor Dell (contract # 48ABO) in the amount of $71,000.00 (quote attached hereto) to include shipping fees. The City of Hidalgo UCP Year 23 (2010) Public Service funds will be utilized.
 
C.
The CDBG Disaster Recovery Program is requesting the award of bids and approval of contracts for the demolition and reconstruction of the following:

1. (2) Units in the City of San Juan and (1) unit in the Countywide area in the amount of $153,485.00 to Argo Construction.

2. (2) Units in the City of Mercedes, (1) in the City of San Juan, (1) in the City of Edcouch and (1) in the Countywide area in the amount of $252,200.00 to G & G Contractors.
 
D.
The Urban County Program is requesting approval of a best and final negotiated contract with Raba Kistner Consultants, Inc. in the amount of $3,845.33 utilizing Year 23 (2010) funds for Material Testing services for the Street Improvements project in the City of Progreso.
 
E.
Urban County Program is requesting approval of a budget and program amendment for the City of San Juan Urban County Program Year 22 & 23 (2009 & 2010).  The amendment will add funding to the Water/Sewer Improvements activity which includes installation of waterlines, fire hydrants and sewer lines.

Edinburg, TX 78539" for hemo-dialysis treatments as prescribed by County contracted physcians for renal failure inmates using medicaid guidelines for fee structure with authority for Sheriff or Chief Deputy of Hidalgo County to sign said agreements on an as needed basis.
