b. Authorization to award merit pay increases to eight (8) full time positions to be funded from the DA Investigation HB65 Fund pursuant to the Hidalgo County Classification and Compensation Pay Plan. (See attached Exhibit B for the list of positions) 

c.  Approval of 2011 appropriation of funds in the amount of $33,951.88.

d.  Approval of revised salary schedules.

Pursuant to Fuel Card Policy, requesting approval for reimbursement for Sergeant Francisco Mora in the amount of $82.00. Reimbursement is being requested due to Sergeant Mora paying for the cost of fuel from his own pocket after Comdata Card was declined at pump.

Authorization and Approval to apply for the FY2011 Homeland Security Grant Program (HSGP)/Operation Stonegarden with the Department of Homeland Security, Federal Emergency Management Agency (FEMA).

Authorization and Approval to apply for the Bulletproof Vest Partnership (BVP) Program with the Bureau of Justice Assistance (BJA), Office of Justice Programs, U.S. Department of Justice.

Discussion, consideration and approval to transfer $2,125,000 to the County of Hidalgo Medicaid Supplemental Program Escrow Account for Indigent Health Care expenditures for the 2nd Quarter of Fiscal Year 2011.

Requesting authorization to apply for the DSHS Office of Border Health - National Infant Immunization Week grant.  The grant is to promote immunization awareness and the prevention of vaccine preventable diseases.

Urban County - Diana Serna:
 
A.
The Urban County Program is requesting approval of a best and final negotiated Material Testing Service contract with L & G Engineering Laboratory in the amount of $11,998.77 utilizing Years 21 & 22 (2008 & 2009) funds for a Parks, Recreational Facility Improvements Project for the Hidalgo County Precinct No. 1 and the City of Elsa funding.
 
B.
1. Public Hearing concerning a proposed Budget and Program Amendment for Hidalgo County Precinct No. 2.  The proposed amendment will decrease the Street Improvements activity by $100,000.00 and increase the Neighborhood facility activity under the Urban County Program workplan Year 23 (2010).

2. Requesting approval of a Budget and Program Amendment for Hidalgo County Precinct No. 2 Year 23 (2010) Urban County Program workplan.  The proposed amendment will decrease the Street Improvements activity by $100,000.00 and increase the Neighborhood facility activity.
 
C.
Urban County Program on behalf of Hidalgo County Precinct No. 2, is requesting authority to purchase mail boxes and material to be installed at Mesquite Acres Subdivision, South Tower Estates and Aldamas 1 & 2 Subdivisions.  Purchase will be made from Home Depot (contract # 05091) an approved vendor through Hidalgo County's membership and participation with Cooperatives vendor's list.  The total amount of the purchase is $6,245.07 (quotes attached), as requested by the Hidalgo County Precinct No. 2 utilizing UCP FY 22 (2009) Street Improvements line item.
 
D.
The Urban County Program is requesting authorization for the Hidalgo County Judge to sign for the submittal of the following Texas Department of Rural Affairs (TDRA), Texas Community Development Block Grant (TxCDBG) Program Fund Applications:

1.  2010 TDRA TxCDBG Colonia Economically Distress Area Program (CEDAP) Application
2.  2011-2012 TDRA TxCDBG Colonia Construction Fund Application
 
E.
Approval of a Proclamation declaring June 2011 Home Ownership Month within the County of Hidalgo.
 
F.
The Hidalgo County Urban County Program (UCP) is requesting authorization for the County Judge to sign a permit/license for construction approved by the United States International Boundary and Water Commission (USIBWC) for the TDRA-DR project known as "Delta Outfall Drainage Improvements Project".
 
G.
Reappointment of one (1) Board of Director position to replace Hidalgo County Judge Ramon Garcia for the Hidalgo Willacy Housing Finance Corporation (HWHFC).
 
H.
1.  Requesting approval to re-certify the Affordable Homes of South Texas, Inc. (AHSTI), and Proyecto Azteca as Community Based Development Organizations (CBDO's) within the County of Hidalgo.

2.  Requesting approval to execute the CBDO contracts under round three of the Neighborhood Stabilization Program (NSP3) for Affordable Homes of South Texas, Inc. (AHSTI) and Proyecto Azteca.

M Rd. for the next three (3) months of June through August 2011. The center will cease operations effective August 31, 2011.  Therefore, building will be vacated. (2005-350-10-09)
