Urban County - Diana Serna:
 
A.
Requesting approval of a "professional surveying services' agreement with Halff Associates Inc., for: "Surveying Services" (on an as needed basis) for projects located within Hidalgo County.
 
B.
Urban County Program on behalf of the City of Mercedes is requesting authority to purchase Parks, Recreational Equipment through Hidalgo County's membership and participation with Buy Board, approved vendor Park Place Recreation Design, Inc. (contract #346-10) in the amount of $77,087.00 (quote attached hereto) to include delivery fees, equipment installation and BuyBoard discount as requested by the City of Mercedes. UCP Year 24 (2011) Mercedes Parks Recreational Facility Improvement funds will be utilized.
 
C.
The Urban County Program is requesting the award of bids and approval of contracts for the demolition and reconstruction of the following:

1. (2) Units in the Countywide area in the amount of $84,800.00 to Benchmark Construction LLC.
2. (1) Unit in the Countywide area in the amount of $44,990.00 to JR Limas Construction.
 
D.
Urban County Program on behalf of the City of Palmview is requesting authority to purchase fire protection equipment through Hidalgo County's membership and participation with Buy Board (Texas Association of School Boards) approved vendor Daco Fire Equipment (contract #363-10) in the amount of $21,892.00 to include delivery and shipping fees. The City of Palmview UCP Year 23 (2010) Fire Station Equipment funds will be utilized.
 
E.
Urban County Program on behalf of the City of Alton is requesting authorization to submit the Section 108 Public offering for the refinancing of their existing Section 108 loan to the Housing and Urban Development by October 28, 2011 and authorizing County Judge and County Clerk to sign any and all documents relating to this amendment.
 
F.
Requesting approval to cancel contract with Rusbel Aguirre under the "Homebuyer Assistance Program". Applicant was approved by Commissioners' Court on August 22, 2011 (Agenda item #28095).
 
G.
The Urban County Program requests approval to cancel the Subrecipient Agreement with the San Juan Youth Program (Youth Services) in the amount of $15,400.00 for Urban County Program Year 24 (2011).
 
H.
1. Requesting exemption from competitive bidding requirements under the Texas Local Government Code 262.024 (a)(4) for professional engineering services;

2. Presentation of the scoring grid for the purposes of ranking by CC of at least three (3) engineering firms from the County's approved "pool" as graded and evaluated by the City of La Joya, Urban County Program, and Hidalgo County Purchasing Department, in connection with and funded through Hidalgo County Urban County Program Year 24 (2011) La Joya, Parks, Recreational Facility Improvements located at the La Joya Youth Facility.

Urban County Program on behalf of the City of Mercedes is requesting authority to purchase Library Equipment/Furniture through Hidalgo County's membership and participation with Buy Board, approved vendor Gaylord Bros., Inc. (contract #337-10) in the amount of $7,534.68 (quote attached hereto) to include shipping fees requested by the City of Mercedes. UCP Year 24 (2011) Mercedes Public Services (General) funds will be utilized.
 
J.
Urban County Program on behalf of the City of Weslaco is requesting authority to enter into contract with R.M. Walsdorf, Inc. for a construction contract for the Water/Sewer Improvements to include the installation of water lines, sewer lines, paving and related appurtenances at alleys on Calle Las Palmas, Calle Libertad and Calle Republica, utilizing Weslaco UCP Years 20, 21 & 23 (2007, 2008 & 2010) Water/Sewer Improvement funds.
