Requesting authorization for Hidalgo County to execute the Interlocal Cooperation Agreement between Hidalgo County and Cameron County.  The purpose of the Interlocal Cooperation Agreement is to transfer to Cameron County items listed in Appendix A for the purpose of fulfilling the goals of the Lower Rio Grande Valley Development Council's regional efforts to emergency response.

Bioterrorism Division (1293):
1.  Requesting authorization to accept the attached Public Health Emergency Preparedness grant contract amendment #2011-038671-001A.  The amendment amount is $172,667.00 with a 10% match of $17,267.00.  The purpose of this Amendment is to add carry forward funds to the contract, revise due dates for affected reports and extend due date for equipment purchases.  This Amendment is effective 03/27/2012.  Grand period will end on 07/31/2012.  

2.  Requesting approval of the Certification of Revenue as certified by County Auditor.  

3.  Requesting approval of the attached Budget Appropriation. 

4.  Approval to create one (1) full-time Public Health Specialist position, slot no. 0015, grade 09.

5.  Approval of the revised salary schedule.

Requesting authorization to submit to the Texas Department of State Health Services the renewal grant application packet for the Immunization FY 13 funding.

Requesting approval to accept the Memorandum of Agreement between Hidalgo County and the University of Texas Health Science Center at San Antonio for the CDC sponsored Tuberculosis Trials Consortium research studies.  The aim of this Agreement is to establish an agreement for the exchange of information and for cooperative research between both institutions in the field of reportable communicable diseases.

Requesting authorization for Hidalgo County to execute the Interlocal Cooperation Agreement between Hidalgo County and Willacy County. Requesting approval of a budget and program amendment for City of Weslaco FY 23 & 24 (2010 & 2011) work plans. The amendment will add the following project description to the Water/Sewer Improvements activity for FY 23 (2010): a new construction of a recycling waterline for the existing water plant an already existing project in Fiscal Year 22 (2009); delete the Clearance and Demolition and Youth Services activities; increase funding to the following activities: Public Facilities by $35,944.40, Water/Sewer Improvements by $13,875.00 and create a Parks, Recreational Facilities by $10,000.00 for FY 24 (2011).
 
B.
The Urban County Program on behalf of the City of Edcouch is requesting approval and award of best and final negotiated contract with Quintanilla, Headley and Associates, Inc. in the amount of $8,650.00 utilizing CDBG Year 24 (2011) for the City of Edcouch – Water/Sewer Improvements. 
 
C.
1. Requesting exemption from competitive bidding requirements under the Texas Local Government Code 262.024 (a)(4) for professional architectural services.

2. Presentation of the scoring grid for the purpose of ranking by Commissioner's Court of at least three (3) architectural firms from the county's approved "pool" as graded and evaluated by the City of Hidalgo, Urban County Program, and Hidalgo County Purchasing Department, in connection with and funded through Hidalgo County Urban County Program Year 23 & 24 (2010 & 2011) City of Hidalgo, Non-Residential Historical Preservation project.

The City of Penitas and Urban County Program are requesting authorization to cancel an existing contract with Flores Engineering in the amount of $139,900.00 for the 2002 Water/Sewer Improvements project which consisted of the construction of a wastewater treatment plant. The project was completed utilizing USDA Rural Development funds in the amount of $18 million.

Requesting approval of Resolution to Adopt the Section 3 Plan to comply with 24 CFR, Part 135 of the United States Department of Housing and Urban Development.
