NOTICE is hereby given in accordance with Chapter 551, Texas Government Code, that a SPECIAL MEETING of the Commissioners' Court will be held at Edinburg Council Chambers, 415 W. University Drive, Edinburg, Hidalgo County, Texas. Discussion and possible action relating to the following business will be transacted:

Approval of Museum Funding Agreement between County of Hidalgo and the Donna Hooks Fletcher Museum.

Budget & Mgmt.:
Requesting permission/approval of travel request for Sergio Cruz to attend the County Investment Officer Training, Level II conference to be held in San Antonio, TX on June 4-7, 2012.
 
D.
Public Defender: 
1.  Requesting permission/approval for Francisco Guerrero, Asst. Public Defender; Sofia Kamal, Asst. Public Defender; and Jennifer Narvaez, Deputy Public Defender to travel to San Antonio, Texas  to attend the Free Public Defender Training and the 25th Annual Rusty Duncan Advanced Criminal Law Course on June 6 thru 9, 2012.

2.  Requesting permission/approval for Jennifer Narvaez, Deputy Public Defender; and Michael Parson, Assistant Public Defender to travel to Austin, Texas to attend the 8th Annual Special Education and the JUVENILE JUSTICE SYSTEM Course on June 29, 2012.

Discussion and/or action, including but not limited to Indigent Health Care Program and/or Expenditures
 
B.
PHEP Division (1293)
1.  Requesting authorization to accept the attached Public Health Emergency Preparedness grant contract Amendment #2011-038671-001B.  The purpose of this Amendment is to extend Hidalgo County's current contract to August 31, 2012 to align with the state Fiscal Year, extend equipment encumbrance date, reallocate funds to reflect actual expenditures, add additional equipment and to change Contractor's name to Hidalgo County.  This Amendment does not increase or decrease the total grant award.  The effective date of this Amendment is May 15, 2012. 
2.  Approval of the attached Budget Amendment. 
3.  Approval to create one (1) full-time Strategic National Stockpile Coordinator position, slot no. 0016, grade 11.   
4.  Approval to add the Strategic National Stockpile Coordinator classification to the Hidalgo County position inventory. 
5.  Approval of the revised salary schedule.    
 
C.
Discussion, consideration and approval of 3rd quarter UPL transfer in the amount of $2,062,500.00 to the County of Hidalgo Medicaid Supplemental Program Escrow Account for Indigent Healthcare expenditures for fiscal year 2012.
 
D.
PHEP Division (1293):
1.  Requesting authorization to accept the Office of Border Health grant contract #2011-038577-001A.  The purpose of this Amendment is to extend Hidalgo County's current contract to August 31, 2012 to align with state fiscal year.  This Amendment does not increase or decrease the total grant award.  The effective date of this Amendment is May 15, 2012.
 
E.
RLSS / LPHS (1293):
1.  Requesting authorization to accept the attached RLSS / LPHS grant contract Amendment #2012-039525-001A.  The purpose of this Amendment is to increase the contract Categorical Budget amount by $24,020.56.  The total revised amount of the contract is $126,424.00.  The effective date of this Amendment is May 15, 2012.  

2.  Approval of the Certification of Revenues as certified by the County Auditor

3.  Approval of the attached RLSS / LPHS grant budget appropriation. 
 
F.
TB Division (1293): 
1.  Requesting authorization to accept the attached Tuberculosis Prevention & Control - Federal grant contract #2012-040152-001A.  The purpose of this Amendment is to shorten Hidalgo County's current contract by four months to August 31, 2012 to align with state fiscal year.  This Amendment will reduce the Categorical Budget amount by $144,372.00 and revise reporting dates.  The total revised amount of this contract is $288,755.00.  The effective date of this Amendment is May 15, 2012.  

2.  Approval of the attached TB Prevention & Control grant budget appropriation. 
 
G.
PHEP Division (1293): 
Requesting authorization to submit the renewal application for the Public Health Emergency Preparedness FY 13 grant funding in the amount  of $681,787.00.  This grant requires a 10% local match.  The FY 13 grant period will run from 09/01/12 through 08/31/13. 
 
H.
Requesting authorization to have Hidalgo County Judge sign the FFATA Certifications.  The Federal Funding Accountability and Transparency Act requires any entity receiving grant funds from the federal government to report this certification.
 
9.
Adult Probation - Arnold K. Patrick:
 
A.
Submission of 2011 financial statement as per Local Govt Code, Section 140.004, indicating that after the end of the fiscal year the Community Supervision and Corrections Department are to file these reports to Commissioner's Court. 
 
10.
Emergency Management - Oscar Montoya:
 
A.
Discussion, consideration, and approval of the NIMS/ICS Implementation Plan.
 
11.
Urban County - Diana Serna:
 
A.
Urban County Program is requesting approval of a Budget and Program Amendment for the City of Granjeno Urban County Program Year 18 & 20 (2005 & 2007). The amendment will create a new Rehab; Non-Residential Single Unit activity in YR 18 and will add funding to the Rehab; Non-Residential Single Unit activity in YR 20, both for the continuation of single unit rehab in the City of Granjeno.
 
B.
Rescind action taken by County Commissioners' Court on February 21, 2012, approving Agenda item #31096 Authorizing to Award and enter into construction contract with Saenz Utility contractors, Ltd. for Alternate No. 9 for the amount of $40,000.00 for a Flood drainage improvements project for FY 22 (2009) line item HUD CDBG-R Program.

Approval to submit Form 8038-CP (Return for Credit Payments for Issuers of Qualified Bonds) to the Department of the Treasury for the interest payment due August 15, 2012 on the Certificates of Obligations, Taxable Series 2009C and 2010B (Build America Bonds) with authority for Commissioners' Court Executive Officer to sign form.
 
B.
Texas Association of Counties (TAC):
Approval to pay Texas Association of Counties (TAC) the amount of $213,031.03 to cover unemployment claims for the fourth quarter of 2011 and the annual reserve requirement, with authority for County Treasurer to issue payment/manual check after auditing procedures are completed by the County Auditor.

County Wide Insurance (1100):
1.  Approval to accept the invoice for the renewal of accident insurance coverage for volunteers from Montalvo Insurance Agency (Coverage period: 6/5/12 to 6/5/13) and authorization for Executive Officer to sign documents as needed.
2.  Approval of payment of Invoice dated 5/08/12 from Montalvo Insurance Agency in the amount of $788.00 for accident insurance coverage for volunteers with authority for County Treasurer to issue check after review and processing procedures are completed by the County Auditor.
