NOTICE is hereby given in accordance with Chapter 551, Texas Government Code, that a SPECIAL MEETING of the Commissioners' Court will be held at Edinburg Council Chambers, 415 W. University Drive, Edinburg, Hidalgo County, Texas. Discussion and possible action relating to the following business will be transacted:

Presentation of the scoring grid for the purposes of ranking by CC of at least three (3) engineering firms from the County's approved "pool" as graded and evaluated by the City of Palmview, Urban County Program, and Hidalgo County Purchasing Department, in connection with and funded through Hidalgo County Urban County Program Year 25 (2012) Palmview Street Improvement funds.

On behalf of the Hidalgo County Precinct No. 1, Urban County Program is requesting approval to reject the sole bid submitted by Jimmy Closner & Sons Construction Co., Inc. of Mercedes, TX with a total price of $299,369.70 for FY 22 (2009) Street improvements for Saenz Avenue.
 
C.
1. Approval of a resolution for designation of authorized signatories for the Texas General Land Office (GLO) formally known as "TDRA", Texas Community Development Block Grant Funds (TxCDBG) for the following grant:

a. 2012 Texas General Land Office GLO#12-589-000-6887/ DRS220068 

2.  Authorize Hidalgo County Judge to sign any and all documents regarding Round 2.2 funds.
 
D.
The Urban County Program is requesting the award of bids and approval of contract for the demolition and reconstruction of the following:

1. (1) Unit in the City of Palmview, (1) unit in the City of Weslaco, (1) unit in the City of Elsa, (1) unit in the City of San Juan and (1) unit in the Countywide area in the amount of $229,500.00 to G & G Contractors.

The Monte Alto Lions Club is requesting permission to host their 2nd Annual "King of the Grill" Fajita-Cook-off at Delta Lake Park on Saturday, October 20, 2012 from 11:00 A.M. to 6:00 P.M. All proceeds wil go towards the Monte Alto Lions Club, which assists families in need in the local community.

1. Requesting authorization for Hidalgo County to execute the Interlocal Cooperation Agreement between Hidalgo County and City of Pharr for the Minnesota Road Project.

2. Acceptance and approval of the Interlocal Cooperation Agreement Project: provision of the "Undertaking a road improvement project generally described as the Minnesota Road Project from I Road West to Huisache Avenue" pursuant to the approval of the Interlocal Agreement as stated above.
