Public Hearing regarding the 2013-2014 Hidalgo County Urban County Program's One Year Action Plan and the Five (5) Year Consolidated Plan for Program Years 26-30 (2013-2018).

Approval of a Resolution authorizing the County of Hidalgo Urban County Program to submit its Five Year Consolidated Plan Strategy for Years 2013-2017 to the U.S. Department of Housing and Urban Development
(HUD).
 
C.
Approval of a Resolution authorizing the County of Hidalgo County Urban County Program to submit its 2013-2014 Annual Action Plan (Year 26) to the U.S. Department of Housing and Urban Development (HUD).
 
D.
The Urban County Program is requesting authorization to use the County's Right of Way Agents to coordinate the following: survey metes and bounds, title reports, title policies, appraisals, review appraisals, and acquisition related to the Round 2.1 projects known as the "Delta Area Connector/ East Lateral" in Precinct No.1, Penitas Drain for Precinct No.3 and for the Round 2.2 project known as "Alberta Drain" in Precinct No. 4.
 
E.
The Urban County Program is requesting the award of bids and approval of contract for the demolition and reconstruction of the following:

1. (1) Unit in the City of Weslaco in the amount of $53,680 to G & G Contractors.
 
F.
Urban County Program is requesting approval of a best and final negotiated contract for Professional Appraisal Services with Leonel Garza Jr. and Associates in the amount of $2,000.00 each for an estimated total of 50 parcels utilizing Texas General Land Office (GLO) Round 2.1 funds for the Delta Area Connector/ East Lateral Project in Precinct No.1.
 
G.
Urban County Program is requesting approval of a best and final negotiated contract for the Professional Review Appraisal Services with HLH Appraisal Services in the amount of $450.00 each for an estimated total of 50 parcels utilizing Texas General Land Office (GLO) Round 2.1 funds for the Delta Area Connector/ East Lateral Project in Precinct No.1.
 
H.
Hidalgo County Urban County Program is requesting $5,260.00 from the County's General Fund for an expense incurred for a Precinct No.3 Water/Sewer Improvements project in Vallejo Subdivision that consisted of septic tank and water meter installations. The project was determined to be ineligible due to misclassifying the benefit by area instead of by household.
