COMMISSIONERS' COURT MEETING
April 3, 2007
8:30 A.M.

NOTICE is hereby given in accordance with Chapter 551, Texas Government Code, that a WORKSHOP of the Commissioners' Court will be held in the Commissioners' Courtroom of the Administration Building, 100 E. Cano, 1st floor, Edinburg, Hidalgo County, Texas. Discussion relating to the following business will be transacted:

 
 
1.
Roll Call
 
2.
Discussion of 80th Texas Legislative Session Priorities
 
3.
Discussion of Federal Legislative Priorities
 
4.
Budget & Management Department:
Discussion regarding Rules of Procedure, Conduct and Decorum at Meetings of the County Commissioners' Court
 
5.
Purchasing Department - Marty Salazar:
Discussion on two (2) proposed Change Order Requests with projected costs in connection with the current renovations at the County-owned building, formerly known as the K-mart Building, including, but not limited to:

a.  1000 Kilowatt Generator and peripherals;
b.  Various department level requests for minor additions, deletions, modifications;
c.  Time lines for completion of proposed change orders (if approved in total or partial)

Purchasing Department - Marty Salazar:
Discussion of options and/or plans in connection with the housing of judicial court(s) at the Hidalgo County Courthouse, at County-owned facility or facilities, or at existing Leased facilities or procure a lease, including, but not limited to the following:

a)   Juvenile Justice Court (currenly leasing 5,236 sq. ft. at a monthly rate of $7,068.60 and will expire July 13, 2007 with only a "hold-over provision" that could possilby be exercised for approx. three (3) additional months while bid process completed so as to not exceed the statutory bid limit of $25,000.00).  V-A Architecture, contracted architect for the new Juvenile Detention Facility will report on the earliest occupancy date in order for the Juvenile Court to move-in.

b)    Bennett Bldg. (soon to be completed however, CC recently took action to formally designate and assign the building to the Hon. J. P. Charlie Espinoza, Pct. 4);

c)    Select an architect/firm (through County's approved "Pool") to assess, design, draft plans and specifications for the renovation of various areas of the Adminsitraction Building (100 E. Cano) to house a judicial court or courts;

d)    Other options or plans related to housing of judicial court or courts.

e)     Budgetary impacts of any of the options or plans.
 
7.
Purchasing Department - Marty Salazar:
Discussion on the relocation of the Law Library to the Administration Building including, but not limited to, the following:
a)     Confirmation of area for renovation to serve as the Law Library (CC previously has designated the atrium area only);
b)    Other possible areas within the Administration Building suitable for Law Library site after vacating by departrments relocated to K-mart Building;
c)    Projected costs associated with diffferent sites within the Administration Building for renovation to serve as the Law Library;
d)     Selection of an architectural firm (from the County's approved "Pool" of architects) for the design and construction of the renovation of an area within the vacant areas of the Administration Building for the re-location of the Law Library.
