Urban County - Diana Serna:

The Urban County Program is requesting the award a bid and approval a contract under the Owner-Occupied Rehabilitation Program for the following:
1. (1) Unit in the City of Mercedes for demolition and reconstruction in the amount of $56,350.00 to A-One Insulation.
 
B.
Request authorization to enter into a 60-month lease agreement for a DM100 Digital Mailing System with Pitney Bowes, Inc an awarded vendor through BuyBoard contract #: 407-12 in the amount of $70.00/month. The Lease will commence with billing cycle 1/30/14. The lease includes the re-set, (EMA) Maintenance, rates for scale, confirmation services that save on certified/overnight & second days. 
 
C.
The Urban County Program is requesting the award of bids and approval of contracts under the Owner-Occupied Rehabilitation Program for the following:
1. (1) Unit in the City of Granjeno for demolition and reconstruction in the amount of $55,890.00 to Argo Construction,LLC
2. (1) Unit in the City of Granjeno for rehabilitation in the amount of $16,500.00 to A-One Insulation.
 
D.
Requesting approval of a program amendment for Hidalgo County Urban County Program for the City of Donna, the proposed program amendment is for the Fiscal Year 21 (2008) work plan. The Program Amendment will create a new street improvements project to allow for the construction of Victoria Road (from Business 83 to Sites Road), within the City of Donna boundaries.
 
E.
The Urban County Program on behalf of the Hidalgo County Precinct No. 3 is requesting approval of amendment to professional service agreement with Javier Hinojosa Engineering, to increase agreement in the amount of $7,200.00 utilizing CDBG FY (2008) Street Improvements project funds.

In accordance with Section 791.014 of the Texas Government Code, requesting approval of the interlocal cooperation agreement project to assist the Military Highway Water Supply Corporation in the extension a 10" potable water supply line for the Precinct 2 Equipment & Maintenance Facility Project.

A.  Exemption from competitive bidding requirements under Texas Local Government Code, Chapter, 262.024(a)(4) a professional service to negotiate an agreement;

B.  Procure a professional consulting services contract by formally publishing/advertising a solicitation for a Request for Proposals (with qualifications) for same.

Acceptance and approval to exercise the option to extend the current inter-local cooperation agreement for an additional one (1) year (as stipulated/detailed in agreement) between Hidalgo County and the City of Edinburg for MSW & Tire disposal services.
 
3.
Request by lessor, Triple R Medical Facilities (with recommendation from UCP Director to CC to approve) for additional days on the acceptance date of construction of the "Lease of Office Space for Urban County Program" with extension through end of December 2013 through project #C-13-177-07-23.

a.  Requesting approval of a professional architectural "on call" services agreement with RABA-KISTNER, INC. for the purposes of Repairs/Renovations/Remodeling and/or Additions/Alterations on a "per project basis" for County owned Buildings/Structures located within Hidalgo County Precinct No. 4, through the forms of an AIA Agreement and as selected for negotiations through County's protocol under the "POOL" of Architects.

b.  Requesting approval of a "professional engineering services" agreement with L&G CONSULTING ENGINEERS, INC. d/b/a L&G ENGINEERING for: "Professional Engineering Services" in connection to Job Specific Project: Environmental Assessment, Public Involvement, Schematic and Hydrologic Design for the "FM 1925 (from FM 907 (Alamo Road) East to East of SH68 (Uresti Street)" located within Hidalgo County Precinct No. 4;

c. Pursuant to Article 14 of the "professional engineering services" agreement with L&G CONSULTING ENGINEERS, INC. d/b/a L&G ENGINEERING, is requesting approval to engage the services of sub-contractor (AMATERRA ENVIRONMENTAL, INC.) with adherence to insurance provisions required by said article;

d.  Requesting approval of Work Authorization No. 1 ($ 549,575.00) from L&G CONSULTING ENGINEERS, INC. d/b/a L&G ENGINEERING for Professional Engineering Services" in connection to Job Specific Project: Environmental Assessment, Public Involvement, Schematic and Hydrologic Design for the "FM 1925 (from FM 907 (Alamo Road) East to East of SH68 (Uresti Street)" located within Hidalgo County Precinct No. 4.

Approval for HC to exercise the first (1st) (of two (2) possible) one (1) year extensions as provided in the RFP #2010-195-09-22-YSI Property & Casualty Insurance with acceptance and approval of detailed schedule of premiums/fees as attached hereto as 2014 Coverage Summary for Property and Casualty Insurance policies in the total amount of $2,590,729.00 effective January 01, 2014 through January 01, 2015 with authority for County Treasurer to issue payment(s)/check(s) after review, audit and processing procedures completed by County Auditor with the authority for Valde Guerra, HCCC's Executive Officer to sign any applicable documentation.
