COMMISSIONERS' COURT MEETING
April 24, 2007
8:30 A.M.

NOTICE is hereby given in accordance with Chapter 551, Texas Government Code, that a WORKSHOP of the Commissioners' Court will be held in the Commissioners' Courtroom of the Administration Building, 100 E. Cano, 1st floor, Edinburg, Hidalgo County, Texas. Discussion relating to the following business will be transacted:

Discussion of 80th Texas Legislative Session Priorities
 
3.
Discussion of Federal Legislative Priorities
 
4.
Presentation for discussion and consideration in connection with the County-owned property known as, the Old Hidalgo County Jail and Restitution Center Facility" located at 207 E. Loeb, Edinburg, Texas, including, but not limited, to the following;

A.   Recent and present status of facility;
          1) Original structure (County Jail) constructed in 1920 for $100,000.00 (16,468 sq. ft.);
          2) Between 1975 through 1990 improvements totaling $472,113.00 were made to the building (with major portion of expenditures for use as the Restitution Center under the Adult Probation Dept. until 11/2000) and has remained vacant since and used primarily for storage;
          3)  2/21/06 - CC declared facility "Surplus with no current use required by Hidalgo County" and authorized the advertising of an RFP for: "Lease?Occupancy of the Old Jail & Restitution Facility to a Non-Profit Organization" with all required renovations to be at the direction of Hidalgo County but at the cost of the Lessee;
         4)   6/21/06 - CC rejected sole reponse received (incomplete submittal) and authorized re-advertsiment;
         5)   7/18/06  - CC rejected sole response received (incomplete submittal) and authorized re-advertisement;
          6)  7/25/06 - CC approved "Cancellation" of re-advertisement until further determination on buildings condition and use could be determined including possible demolition;
          7)   8/8/06 - Purchasing Dept. sent survey memo to CC for direction on Facility;

B.   Option to engage professional engineering and/or architectural services for environmental, structural and/or assessment  studies to determine budgetary impact and feasibility of repairing, renovating and/or demolition the Facility;

C.   Options for selection  engineering or architectural firms   from the County approved "Pool" of engineers  or architects for the provision of engineering or architectual  services in connection with environmental, structural, assessment or feasibility  studies of the County-owned property known as the Old Hidalgo County Jail and Restitution Center Facility located at 207 E. Loeb, Edinburg, Texas :
    
D.    Option to advertise a project specific Request for Qualifications (RFQ) for the provision of engineering and/or architectural services in connection with environmental, structural, assessment or feasibility studies of the Old Hidalgo County Jail & Restitution Center Facility;

Presentation for discussion and consideration in connection with the location or re-location of Judicial Courts and/or Programs/Depts. including, but not limited to, the folllowing:

A.   Report on Board of Judges meeting held on 4-18-07 and attended by Commissioners
Court representatives;

B.    Location of the 430th State District Court; (short-term and/or long-term solutions);

C.   Discussion of action taken by CC on 4-10-07 regarding the designation of the "location" of an additional Auxiliary Court  at the Hidalgo County Administration Building, 100 E. Cano, Edinburg, Tx;

D.   Option  to advertise for: Lease of Office Space for use as a Courtroom within a Two (2) Block Radius of the Courthouse;

Presentation for discussion  and consideration options related to the present Hdialgo County Administration Building including, but not limited to, the following :

A.   Engagement of professional architectural and/or engineering services for assessment and/or feasibility studies of available space and uses of the building;

B.    Selection of at least three (3) architectural and/or engineering firms  from the County's approved "Pools" to score/grade and evaluate (for the purposes of ranking by CC and negotiating letters of engagement/contract) to conduct assessment and/or feasibility studies of available space and uses of building with designation of scoring/grading/evaluation committee;

C.    Option to advertise a project specific Request for Qualifications for the engagement of Architects and/or Engineers to conduct assessment and/or feasibility studies of available space and uses of the building;
