Public hearing regarding the FY 2015-2016 Hidalgo County Urban County Program's One Year Action Plan for Year (28).

Approval of a Resolution authorizing the County of Hidalgo Urban County Program to submit its FY 2015-2016 Annual Action Plan (Year 28) to the U. S. Department of Housing and Urban Development (HUD) and authorize the County Judge to sign any and all documents related to funding. 
 
C.
The Urban County Program on behalf of the City of Peñitas, is requesting consideration and action to award and enter into a construction contract with Armin Antonio Solis Construction in the amount of $313,466.00. UCP funds in Years 15, & 22 thru 26 (2002 & 2009 thru 2013) Parks, Recreational Facility Improvement line items will be utilized.
 
D.
The Urban County Program (UCP) is requesting approval of Amendment No. 1 to a Professional Engineering Service Contract with SAM Engineering & Surveying, Inc. (SAMES). The Amendment will increase the contract amount of $ 189,225.00 by $10,500.00 for a total amount of $199,725.00 and will include additional scope of services for the Delta Area Connector/East Lateral Colonia Infrastructure- Chapa North, Chapa South and Acre Tract.  
 
E.
Requesting authorization to amend the Emergency Solutions Grant Program (ESG) contract with The Salvation Army. The amendment will increase the existing contract amounts. (please see table below).
