NOTICE is hereby given in accordance with Chapter 551, Texas Government Code, that a SPECIAL MEETING of the Commissioners Court will be held in the Commissioners Courtroom of the Administration Building, 100 E. Cano, 1st floor,  Edinburg, Hidalgo County, Texas. Discussion and possible action relating to the following business will be transacted:

The following items are of a routine or administrative nature. The Commissioners Court has been furnished with background and support on each item, and/or it has been discussed at a previous meeting. All items will be acted upon by one vote without being discussed separately unless requested by a Commissioner, in which event the item or items will immediately be withdrawn for individual consideration in its normal sequence after the items not requiring separate discussion have been acted upon. The remaining items will be adopted by one vote.

Approval of interdepartmental transfer from County Commissioners (125-004) to Executive Office (125-001) in the amount of $15,300.00 for equipment/software purchases

 Fire Marshal (1100):
Approval of 2015 interdepartmental transfer from Co. Wide-Contingency (115-002) to Fire Marshal (300-001) in the total amount of $6,661.08 for various expenditures.

Approval of 2015 interdepartmental transfer from Pct. 4 Rd. Maint (program 007) to Drain Hoehn Project (program 159) in the amount of $3,000.00.

Right of Way - Approval of permits:

1. Salazar's Utility Construction, Inc.:
Will lay 570' of SDR 26 PVC pipe of 8" diameter, starting on Cowboy Dr. and north side of Curry Rd.  Bore under road will be encased with 12" casing. 

2. Melden & Hunt Inc.:
  • Crossing No. 1:  A proposed 8" PVC water line crossing Victoria Road approximately 57.50 feet north of Ponciano Drive(not open).
  • Crossing No. 2:  A proposed 8" PVC water line crossing County Road (not open) approximately 57.50 feet north of Ponciano Drive (not open).  The County Road(not open) is approximately 1427.51 feet west of the center line of Midway Road.
  • Crossing No. 3:  A proposed 8" PVC water line crossing a County Road (not open) approximately 73.00 feet south of Lott Road.  The County Road (not open) is approximately 999.10 feet west of Midway Road.
  • Crossing No. 1: A proposed 48" concrete storm drain line runs along the west side of County Road (no open) and Ponciano Drive(not open) approximately 1427.51 feet west of Midway Road.
  • Crossing No. 2:  A proposed 24" concrete storm drain line crossing a County Road (not open) approximately 2083.20 feet south of Lott Road. 
  • Crossing No 3:  A proposed 24" concrete storm drain line crossing a County Road (not open) approximately 707.00 feet south of Lott Road.
  • Crossing No. 4:  A proposed 18" concrete storm drain line runs along the south right-of-way of Lott Road approximately 711.00 feet in length.

1.  Acceptance and approval of request for payment of invoice 15-9-000017 for $291.23 submitted by L&G Consulting Engineers for the Hoehn Subdivision Project (PO# 728310).

2.  Acceptance and approval of request for payment of invoice 15-9-000007 for $650.36 submitted by L&G Engineering Laboratory for the Sunflower Park Onsite Project (PO# 707018) .  
 
B.
Authority to purchase Cisco Networking Equipment from Insight Public Sector, Inc. thru our membership/participation with DIR-TSO-2542 in the amount of $112,511.20 thru requisition # 285064.
 
C.
Authority to advertise and approval of procurement packet (i.e. specifications/requirements, legal notice, draft requirement agreement etc.) as attached hereto for: Hidalgo County- (all funding sources) -"Concrete Mix & Delivery or Pick Up Services"-RFB No.: 2015-310-00-00-SGS including the re-advertising of project in the event No Bid responses are received and/or rejected and project is still required.
 
D.
Authority to advertise (including the authority to re-advertise the projects in the event that no bids are received and/or are rejected and projects are still required) and approval of procurement packets (i.e., specifications, legal notice etc.) as attached hereto for Road & Drainage Construction for the following Hidalgo County Pct 3 BCAP Projects:

Authority to advertise and approval of procurement packet [i.e. specifications/requirements, legal notice, draft requirement agreement, etc.] as attached hereto for: Hidalgo County - (all funding sources, programs, agencies & entities) - "Janitorial Supplies, Industrial Chemicals & Supplies" RFB No.: 2015-313-11-04-HGO  including the re-advertising of project in the event NO BIDS received and/or are rejected and project is still required.

Acceptance and approval of payment of Invoice #20152463 in the amount of $57,530.27 as submitted by TEDSI Infrastructure Group for the provision of professional engineering services from September 1, 2015 to July 31, 2015 in connection to Contract #C-08-227-02-09-PO#617534-Work Authorization No. 1.

Authority to advertise and approval of procurement packet (i.e. specifications/requirements, legal notice, draft requirement agreement, etc.) as attached hereto for: Hidalgo County-"Extraction Of Water (Dewatering)"-RFB: 2015-232-00-00-MEG. Including the re-advertising of project in the event no bid responses are received and/or are rejected and project is still required.
 
H.
Approval to exercise the option to extend/renew the additional one (1) year term [as provided in the current Contract# C-12-144-11-13] with Rick & Annette Bogle d/b/a ARB FIRE PROTECTION for the purposes of: "FIRE EXTINGUISHER EQUIPMENT and MAINTENANCE SERVICES" (on an as needed basis) for Hidalgo County, (under the same rates, terms and conditions), effective, 11/25/15. 
 
I.
Requesting authority to exercise the additional one (1) year option to extend contract# C-14-287-09-09 with Frontera Materials, Inc. (under the same rates, terms and conditions) for: PIT RUN CALICHE  (on an as needed basis) for Hidalgo County Precinct No. 4, effective, 11/18/15.
 
J.
 Acceptance and approval of agreement monitoring services with ASG Security for the duration of term as stated on agreement including the continuation of services through the life term of the monitoring equipment in place by user department with the authority to execute and signing of agreement by County Judge, Court Member for the following:

1. Tax Office – 708 E. Edin. Ave Ste B – Elsa, Texas (To include new monitoring equipment and monitoring services at Elsa location.)
