NOTICE is hereby given in accordance with Chapter 551, Texas Government Code, that a COMMUNITY ADVISORY BOARD MEETING of the County of Hidalgo Community Service Agency will be held at the Community Service Agency, located at 2524 North Closner in Edinburg, Hidalgo County, Texas. Discussion and possible action relating to the following business will be transacted:

  1. Roll call and establish quorum
 
  1. Presentation and possible approval of Board Minutes for meeting of February 15, 2019.
 
  1. Discussion, consideration, and possible action to adopt new pre-screening process for CEAP FY 2019 and assistance to homebound residents.
 
  1. Discussion, consideration, and possible action to adopt Memorandum of Understanding form to be utilized to establish partnership with non-profit organizations for the purpose of referrals and tracking outcomes.
 
  1. Discussion, consideration, and possible action to grant CSA authorization to enter into an agreement with TXU Energy, for the purpose of funding energy assistance payments to customers of Company, referred to as Energy Aid Program, with authorization for Jaime Longoria to sign any and all pertinent documents.
 
  1. Ratify action of Commissioners Court on March 12, 2019 to grant CSA authorization to approve contract No. 61190003053 in the amount of $421,358.00 with the Texas Department of Housing and Community Affairs for the Community Service Block Grant Year 2019 with authorization for Jaime Longoria to electronically sign any and all pertinent documents.
 
  1. Ratify action of Commissioners Court on March 26, 2019 to grant CSA authorization to approve amendment to the FY 2018 Community Service Block Grant (CSBG) contract No. 61180002861 from the Texas Department of Housing and Community Affairs.
 
  1. Ratify action of Commissioners Court on March 26, 2019 to grant CSA authorization to approve amendment to the FY 2019 Community Service Block Grant (CSBG) contract No. 611190003053 from the Texas Department of Housing and Community Affairs.
 
  1. Ratify action of Commissioners Court on March 26, 2019 to grant CSA authorization to enter into an agreement with Direct Energy LP, for the purpose of funding energy assistance payments to customers of Company, referred to as Neighbor to Neighbor Program, with authorization for Jaime Longoria to sign any and all pertinent documents.
 
  1. Ratify action of Commissioners Court on March 26, 2019 to grant CSA authorization to submit the following applications to the Corporation for National and Community Service:

  2. Provide board members programmatic and outcomes reports for the month of February 2019 for current programs.
  3. Progress report for Agency Strategic Plan and CAP Update
  4. 2019 South Texas All Hazards Conference March 26th -28th  McAllen Convention Center
