NOTICE is hereby given in accordance with Chapter 551.045 (b)(1) (media has been contacted), Texas Government Code, that an EMERGENCY MEETING of the Commissioners Court will be held due to severe weather and flooding caused by Hurricane Hanna which continues to pose an imminent threat to the public health, safety and well-being of the citizens of Hidalgo County, will be held in the Commissioners Courtroom of the Administration Building, 100 E. Cano, 1st floor, Edinburg, Hidalgo County, Texas. Discussion and possible action relating to the following business will be transacted:
In accordance with section 418.016 of the Texas Government Code, Governor Abbott has suspended various provisions that require government officials and members of the public to be physically present at a specified meeting location. As a result, all or some government officials may participate via videoconference. Additionally, members of the public are encouraged to watch the meetings online, at: www.hidalgocounty.us/HClive

Acceptance of grant award from The Moody Foundation, grant number 2020-172, in the amount of $250,000 for assistance for first responders, front-line workers, and personal protective equipment in response to the COVID-19 crisis, with authority for the County Judge to sign the required documents (grant contract).

Applicable and necessary action to address flooding issues/situations directly attributable to Hurricane Hanna beginning July 25, 2020 including, but not limited to, the following:
A. Ratification of "Notice of Activations" sent by the Purchasing Dept. of the following contracts [as recommended by Emergency Management] as a direct result of Hurricane Hanna which impacted the need for said services commencing on 7-25-20:
1. Ceres Service Contract #C-19--07-08-27 [primary awarded vendor] for pre-positioned Disaster Recovery Services on an as needed basis;
2. Tetra Tech., Inc. Contract #C-19-238-06-02 pre-positioned Debris Monitoring & Recovery Services on an as needed basis;
3. Pre-positioned Dewatering Services Contracts on an as needed basis:
a. Longhorn Paving & Oil Field Services #C-19-154-06-18(a) [renewed];
b. MOVAC #C-19-154-06-18(b) [renewed];
c. Ygriega Environmental #C-19-154-06-18(c) [renewed];
d. Butch Oil Field Services & Supplies #C-19-072-05-07 [renewed];
B. Activation [recommended by Emergency Mgmt. & the filing of Form 213] of Hidalgo County's Contracts:
1. Ceres - Service Contract #C-19-074-08-27, Crowder Gulf - Service Contract #C-19-074a-08-27 & DRC - Service Contract #C-19-074b-08-27 for pre-positioned Emergency Debris Management Services to assist in flood waters extraction County Wide - Hurricane Hanna including any signatures necessary by County Judge and processing of Requisitions/Purchase Orders; and,
2. #C-19-238-06-02 with Tetra Tech, Inc., pre-positioned Debris Monitoring & Recovery Services to assist in the required monitoring of water extraction and related services including signatures necessary by County Judge to sign with submission of Requisitions and processing of Purchase Orders;
C. Action to activate the contracts detailed herein [i.e. Ceres, Crowder Gulf, DRC & Tetra Tech, Inc., Longhorn Paving & Oil Field, MOVAC, Butch Oil Field Supplies and Ygriega Environmental] on an as needed basis as coordinated through Emergency Management with submission of Form 213 for all Precincts/County Wide Operations as necessary to address flooding situations either continuing through more rains or the aftermath of said Hurricane Hanna event commencing on July 25, 2020 with authority for the County Judge to issue and sign Notices to Proceed with submission of Requisitions and processing of Purchase Order.
