NOTICE is hereby given in accordance with Chapter 551, Texas Government Code, that a SPECIAL MEETING of the Advisory Board will be held in the Community Service Agency Conference Room located at 2524 North Closner Blvd., Edinburg, Hidalgo County, Texas. Discussion and possible action relating to the following business will be transacted:

  1. Roll call and establish quorum.
 
  1. Approval of Consent Agenda.
 
  1. Approval of Board Minutes for meeting held on November 17, 2022.
 
  1. Resolution in honor of Alvaro Herrera for 29 years of service. 
 
  1. Discussion, presentation, and possible action to approve the Family Support Participant Program guidelines under the Community Service Block Grant (CSBG).
 
  1. Discussion, consideration, and possible action to approve solicitation of Management Consultant Services to review and recommend best practices and performance levels.
 
  1. Discussion regarding the Emergency Services Operation Program Updates.
a) Emergency Services Report
 
  1. Discussion, consideration, and possible action to recommend approval of the Salary Schedule as presented in the 2023 Community Service Block Grant (CSBG) Budget.
 
  1. Discussion, consideration, and possible action to approve appropriation of $65,000 of the 2023 PY Community Service Block Grant (CSBG) funds to be utilized for the Texas Mission of Mercy; anticipated event dates September 15-16, 2023.
 
  1. Discussion, consideration, and possible action to approve the 2023 Hidalgo County Community Service Agency application processes for services.
 
  1. Discussion and update regarding the following:
1. Low-Income Home Energy Assistance Program (LIHEAP)
2. Low-Income Water Program Assistance Program (LIHWAP)
3. Bravo Zulu-Veterans Program.
 
  1. Discussion regarding the Covid-19 Related Services and Program Updates for the following: 
1.Emergency Rental Assistance Program (ERAP/Yardi) and
2. Emergency Solutions Grant-COVID (ESG-CV).
 
  1. Executive Director's Report
  1. Provide board members programmatic and outcomes reports for the following Programs in November 2022.
 
  1. CEAP November
  2. CEAP ARPA November
  3. CSBG November  
  4. LIHWAP November
 
  1. Financial Reports
  2. Poverty Task Force Updates

Community Participation: The Advisory Board welcomes individuals or delegations who wish to participate in the meeting during any portion of the meeting or during Community Comments. Community members wishing to address the Board may sign up prior to the meeting with the Executive Secretary or designee by providing name and item number to be addressed.
