Discussion and Approval by Hidalgo County Drainage District No. 1 of resolution recognizing the necessity of acquiring easements or rights of way or fee title in connection with the construction of the E-21-041 Glasscock Mile 4 to Mile 5 Area Drainage Improvements in Hidalgo County, Texas and authorizing the acquisition of said easements or rights of way or fee title described in the resolution and exhibits thereto by condemnation(eminent domain)or otherwise. Single vote shall apply to all units of property described in said resolution.

Requesting authority to enter into an agreement with Dewbre Petroleum to relocate their gas line on Project 13 of the 2018 Drainage Bond Program - Hidalgo Drain, subject to final legal review.

1. Requesting approval to accept CSP response and award a negotiated Construction Contract to the highest ranked contractor meeting all specified requirements, Mor-Wil, LLC. for CSP No. HCDD1-23-008-03-01-NDC, "Ditch W-01-00 Gate Structure Improvements - License LSF/G-639" in the amount of $959,433.38, as approved for negotiations by the Board of Directors - Agenda Item No. 89944 on 03/07/23. (Subject to final legal review and compliance with HB1295).

2. Pursuant to TxLGC 262.031 and in the interest of expediting a project's progress, requesting authority/approval for Drainage District General Manager, Raul E. Sesin, P.E., CFM, to execute change orders that involve an increase or decrease in cost of $50,000 or less and in no event to exceed the change order statutory limits. The original contract price may not be decreased by 18% or more without consent of the contractor. 

Requesting approval to purchase 2023 Load King 503/554 SS SF 55 Ton Low Boy Trailer through the District's membership with PCA Cooperative awarded Contract No. PCA OD-328-20 from Big D Tractor LLC (Blue Cat Rentals & Frontera Equipment) in the total amount of $130,800.00. 

Requesting authority to advertise and approval of the procurement packet (requirements, specification and plans) developed by Project Engineer, Quintanilla, Headley and Associates, Inc., for ''Mile 10 N. & Baseline Road Phase II - USIBWC Structure 139 - 2018 Bond Project 20'', RFB No. HCDD1-23-014-04-26-KMG, including the re-advertising of the project in the event no responses are received and/or are rejected and the project is still required.

1.  Requesting approval of Supplemental Agreement No. 3 to the Professional Engineering Services Contract with Javier Hinojosa Engineering, for project, "Mile 10 N & Mile 1 W-2018 Bond Referendum project No. 21," C-HCDD1-19-006-04-23, to reflect an increase amount of $10,000 for additional Parcels (subject to final legal review and compliance with HB 1295)

2.  Requesting approval of Supplemental Agreement No. 3 to Work Authorization No. 1 of the Professional Engineering Services Contract with Javier Hinojosa Engineering, for the project," Mile 10 N & Mile 1 W-2018 Bond Referendum Project No. 21", C-HCDD1-19-006-04-23, to reflect an increase amount of $10,000 for additional Parcels. Requesting approval of Supplemental Agreement No. 4 to the Professional Engineering Services Contract (C-HCDDl-19-039-05-21), with TEDSI Infrastructure Group, Inc., for the project: "Faysville Drain -2018 Bond Referendum Project #11-B", to reflect a Revised Exhibit "D1-Work Schedule, with an extended termination date of July 31, 2023 (subject to final legal review and compliance with HB1295).

Requesting approval of Supplemental Agreement No. 4 to Work Authorization No. 1 of the Professional Engineering Services Contract (C-HCDDl-19-039-05-21), with TEDSI Infrastructure Group, Inc., for the project: "Faysville Drain -2018 Bond Referendum Project #11-B", to reflect a revised period of service to end on July 31, 2023, (subject to final legal review and compliance with HB1295).
