The Urban County Program, on behalf of Hidalgo County Precinct No. 3 (Palmview), is requesting approval of the final negotiated contract with Raba-Kistner Consultants, Inc., in the amount of $3,200.73 utilizing Year 19 (2006) & Year 20 (2007) Urban County Program recaptured funds for a Street Improvements Project in the City of Palmview as previously authorized for negotiations by Commissioners Court on 11-6-07.

Requesting exemption from competitive bidding requirements under the Texas Local Government Code 262.024 (a)(4) a professional service for Materials Testing Services in connection with Hidalgo County Urban County Program Year 17 (2004) & 18 (2005) for a Street Improvements Project in the City of Palmview.
2. Presentation of the scoring grid (of at least three (3) Material Testing firms from the County's approved "pool" as graded and evaluated by the City of Palmview) for the purposes of ranking by Commissioners' Court in connection with an Urban County Program Street Improvements project in the City of Palmview.
