NOTICE is hereby given in accordance with Chapter 551 Texas Government Code and Section 318.005 of the Texas Local Government Code, that a Meeting of the Historical Commission will be held. Discussion and possible action relating to the following business will be transacted:
1. Call Meeting to Order
2. Introduction of Members and Guests
3. Approval of Minutes from May 21, 2023
4. Public Comments
Members of the public are welcome to speak and raise issues that are not on the agenda during the public comments portion of Hidalgo County Historical Commission meetings. However, a limited amount of time of no longer than thirty (30) minutes will be set aside during each regular or special meeting of the Commission. A member of the public who desires to address the Commission must request and be recognized by the Chair. The Chair may choose not to recognize the individual or may impose a time limit on the individual's comments. Commissioners may take no formal action on any matter discussed during public comments, unless it directly relates to a pre-existing agenda item. Commission members are not required to answer questions raised during public comments. No public comments will be allowed during any subsequent agenda item unless so recognized by the Chair.
5. African American History Proposal
A. Review, discussion and possible action on recommendations to the Hidalgo County Commissioners Court regarding the creation of a proposed African American historical commission/organization/project.
B. Mr. Ray Howard shall give a report on the goals and purpose of such a body.

iii. Update on Colegio Jacinto Treviño – a community group is planning to submit an Undertold Marker application (due Nov. 15) and is requesting a letter of support from the HCHC and other related organizations.
iv. Report on marker relocation request for Relampago Ranch and Military Highway

A. Nominations will be taken and appointments made by the Chair on the vacant positions of Secretary and Marker Committee Chair. These appointments shall be ratified by a majority vote of members present.
8. Section 106 Committee
A. Discussion and possible action regarding the creation of a new Section 106 Committee to review and authorize Section 106 requests from federally funded entities.
B. Review, discussion, and possible action on nominating members and a Chair for this committee.
9. Other Business:
A. Reminder: the Texas Open Meetings Act training is required for all new members.

B. Texas Treasure Business Award Nominations
i. The following historic businesses have been approved as Texas Treasure businesses:

ii. The next quarterly deadline to submit a nomination is November 1st.
C. Discussion of any new potential projects that committees/members would like to pursue for the remainder of the 2023-24 term.
D. A reminder to Commission members to log their hours spent doing HCHC activities, including drivetime to and from meetings, etc.
10. Announcements, Events, and Upcoming Meetings:
A. From the Texas Historical Commission
i. Real Places Conference (Austin, TX) will be April 3-5, 2024
ii. Possible CHC regional training in the spring (TBD)
B. Announcements from Commission members…
C. Our next meeting is tentatively scheduled for Sunday, November 12 at a location TBD.
This will be on the second Sunday of the month, a week earlier than usual, to accommodate the Thanksgiving holiday week.
