3) Emergency situations occurring since last agenda meeting
Arturo Guajardo, Jr., Hidalgo County Clerk, came before the Court to inform them of a leak caused by sewer lines from the second floor that leaked onto their server. Mr. Guajardo asked Buildings & Grounds to assess the situation for possible replacement of the lines and asked the Court for their support in the future. In addition, Mr. Guajardo expressed concerns with not being able to provide service to the community due to the electricity bill not being paid at the McAllen Sub. Station.

Ray Eufracio, County Auditor, for the Record: There are some individuals that are receiving longevity in excess of the limits set by statute. Statute says that employees can only receive longevity for up to 30 years and law enforcement for up to 25. I would...like to recommend is that those individuals...the error to longevity be corrected as soon as possible. Judge Garcia recommended that Mr. Eufracio's concerns be brought back at a later time with the statute and his opinion.

Mr. Olivarez informed the Court that he was anticipating some changes and concerns involving the IGT. Mr. Eufracio explained that he followed the Auditor's and Budget Office recommended changes in developing a policy for the IGT transfers. Mr. Olivarez confirmed that the Policy was previously approved.

2. Discussion, consideration, and approval to transfer up to $2,858,335.50 (maximum share) to the County of Hidalgo Medicaid Supplemental Program Escrow Account for Demonstration Year 1 Delivery System Reform Incentive Payment (DSRIP).
Mr. Olivarez explained to the Court that during the Budgeting Process, he had requested that the Court set aside monies to develop 1115 waiver plan which can be used, multiplied and brought back to county.
He explained that they were instructed if multiplied, the monies can be used for medical purposes, however, he reiterated that there is no definite answer that the monies can be returned to the county if the monies are used and multiplied. In addition, Mr. Olivarez explained that if the funding is not invested, the County is 100% responsible for the operation, through General Fund, for the Anchor Operations of the County, which include hours, labor cost, etc.
Sergio Cruz, Budget Officer, advised the Court that at this point the funds are restricted to health care funds.
