NOTICE is hereby given in accordance with Chapter 551, Texas Government Code, that a SPECIAL MEETING of the Commissioners' Court will be held at the Edinburg Council Chambers 415 W. University Drive, Edinburg, Hidalgo County, Texas. Discussion and possible action relating to the following business will be transacted:

Roll Call

All members of the Court were counted present for the exception of Commissioner Joe Flores.

Judge Garcia led the Court and Audience in reciting the Pledge of Allegiance.

Virginia Townsend led the Court and Audience in Prayer.

Approval of Consent Agenda

The Court moved to approve the Consent Agenda for the exception of Items 5.A, 8.E, & 8.F to be pulled for discussion.

Open Forum

Opal Billman stated her divorce case was to be dismissed after her husband’s death, but was not. She stated the community property does not belong to the court and may not appoint a manager. She stated she has been held in false imprisonment for 17 years.

Jaime Munoz commented on the election contest. He stated that from the depositions taken, there is no evidence of wrong-doing and does not understand why the election process is being held up.

Eva Garcia, “LUPE” member, wanted to thank Commissioner Joseph Palacios for all that he has done in her colonia.

Virginia Townsend stated she was disappointed with the plans for the new courthouse.

Fern McClaugherty informed the court of signage that are placed in certain locations and never see results. She also asked about the situation where a judge is asking for reimbursement for training when they aren’t going to run for office again. She questioned background checks, policies on vendors, and persons appointed for committees.

Ramiro Trevino stated that the Commissioners’ Court should keep tabs on elected officials. He stated all the red flags were there in regards to the Sheriff’s Department and also commented on the election issues.

Mr. Rey Eufracio, County Auditor, stated that due to policy, this item should not be paid.  The expenditures need to be approved prior to the travel and this was not done.  Mr. Valde Guerra explained that there was no malintent by Judge Trevino and that there is enough money in their budget to reimburse her.

Acceptance and approval of the previously approved 40 hours technical support renewal (cc approved on 02/26/13-AI#36844) to reflect the additional 12 hours as expanded by the IT Dept. as necessary and required but not included in the original statement of work (SOW) through our membership/participation with (DIR) Department of Information Resources awarded vendor Insight Public Sector, Inc. DIR-SDD-1369, thus allowing original purchase order #689159 to be increased including the authority for County Judge and/or Elected Official to execute the "Change Request Form".
