NOTICE is hereby given in accordance with Chapter 551, Texas Government Code, that a SPECIAL MEETING of the Commissioners' Court will be held at the Edinburg Council Chambers 415 W. University Drive, Edinburg, Hidalgo County, Texas. Discussion and possible action relating to the following business will be transacted:

Roll Call

All members of the Court were counted present for the exception of Commissioner Joe M. Flores.

Judge Garcia led the Court and Audience in reciting the Pledge of Allegiance.

Virginia Townsend led the Court and Audience in Prayer.

Approval of Consent Agenda

The Court moved to approve the Consent Agenda.

Open Forum

Maria Gomez, LUPE volunteer and “Proyecto Lucha” representative, stated that they are involved in researching topics including drainage, public lighting, land use, and regional planning. They are working with at team of experts and they would appreciate the courts consideration in passing the initiatives presented.

Opal Billman stated the court decided that their community property was considered excess land and could not be divided. When her late husband passed, the court refused to dismiss the divorce case.

Juan Cerda, Jr. and Joey Vasquez were concerned regarding their neighboring property in which have been in non-compliance with the residential restrictions. The planning department has been involved in this concern and stated the residents need to obtain an attorney to attempt to cure the issue.

Fern McClaugherty commented on the raise of minimum wage of $10.10. She stated that if the county wanted support for the poor, the county to should lower their taxes and eliminate fees. The end result is that people have less money.

Paola Villanueva, owner of All Valley Waste, stated that her business has flourished due to the amount of clients they have been able to obtain. She wanted to thank Commissioner Cuellar for his concern for the small companies like hers. She stated that they have split up the commercial and residential waste companies to be able to stay in business.

Virginia Townsend stated there have been no decisions on the waste management issue. She stated there are many areas where trash shouldn’t be dumped.

1.  Status update on activities of the Hidalgo County Veterans Service Office
2.  Discussion on implementing schedule for future reporting updates

Emilio De Los Santos, Hidalgo County Veterans Services Director, gave an update on the number of veterans served. He stated that there are between 35,000 to 40,000 veterans living in Hidalgo County and that the department is conducting outreach efforts to those who need help to apply for Veterans benefits and compensation. He added the department assists in approximately 125 to 150 veterans with claims each month. When a claim is denied, the department assists veterans in filing appeals and that there are about 300 pending cases on appeal at present.

Discussion on proposed county minimum wage rate of $10.10/hr. as presented by President Barack Obama

Ms. Sullivan presented the possibilty of how the minimum wage would effect our county.  She stated that 85 employees would be effected and would add up to $137,000.00 to the county's budget.  The court was in favor of the such proposal.

Commissioner Joseph Palacios stepped away from the meeting.

HidalGO FIT Wellness Program: 
Presentation regarding the HidalGO FIT Total Knockout Challenge.

Hidalgo County employees, the Hidalgo County Health and Human Services Department presented the Hidalgo Fit Total Knockout Challenge as an ongoing effort to promote health awareness, physical activity and healthy eating. The challenge is between all four County Precincts. Employees are encouraged to attend these challenges at their nearest precinct throughout the month of June. Mr. Eddie Olivarez advised that a healthier workforce is more productive and can save the County funds.

Mr. Sergio Cruz, Budget Officer, presented the two proposed models have for the Sanitation Program. The two models are Vendor Service Agreements and the Collection Station Fee (User Fee). He expressed that they both have their benefits and drawbacks to be further analyzed.

Presentation and discussion regarding the construction of a new County Wide Shop in Precinct 2.

Precinct 2 would like direction from the Court on whether a new structure should be built to facilitate all the Precincts in the county. The land is already present adjacent to the Precinct 2 offices, yet they will need some financial options from the Budget office. The current building is dilapidated, yet could be repurposed or sold.
