NOTICE is hereby given in accordance with Chapter 551, Texas Government Code, that a SPECIAL MEETING of the Commissioners' Court will be held at the Edinburg Council Chambers 415 W. University Drive, Edinburg, Hidalgo County, Texas. Discussion and possible action relating to the following business will be transacted:

Roll Call

All members of the Court were counted present for the exception of Commissioner, Joe Flores and Commissioner Joseph Palacios. Commissioner Palacios joined during open forum.

Pledge of Allegiance

Judge Garcia led the Court and Audience in reciting the Pledge of Allegiance.

Prayer

Virginia Townsend led the Court and Audience in Prayer.

Approval of Consent Agenda

The Court moved to approve the Consent Agenda for the exception of items 9.A.2 and 9.E to be pulled for discussion

Open Forum

Fern McClaugherty voiced her opinion about the creation of a medical school and a medical district and the affects it will have on the county due to taxes. She then went on to express her opinions about the transportation of illegal immigrants.

Opal Billman summarized for the court the unjust outcome of her divorce case and why she feels her community property should be returned to her and other heirs.

Eddie Olivarez, Hidalgo County Health and Human Services, discussed the situation at the border in reference to illegal immigrant children and assured the community that they, along with the state and Catholic Charity Services at Sacred Heart Church with volunteer medical professionals are servicing these children. The reports from these professionals show less than ten cases of chicken pox, no measles, and a small number of scabies and lice, but no severe cases of infectious diseases.

Maria Ester Salinas began her announcement honoring her daughter who became an NBA Championship recipient working with the San Antonio Spurs. She then expressed her disturbance of the demolishment of a landmark by another family on a subdivided property of the Benston Branch on 2 Mile Line, Compton Drive.

Ms. Flores explained that Ms. Fernandez has an Online Bachelor Degree that does not fit the requirement of the job description.  Her, along with eight (8) other employees will be compensated $1,000 annually as recognition for their degrees.  This would put them in a category above the Associates Degree, but below the required Bachelor Degree. The Policy Council is in agreement and has approved the action. She stated the response the Court needs to review answer the questions Headstarts' Grantee Board would like summarized for their review the issue.  Ms. Flores would like guidance and input from the Court in reference to the letter of response. She also mentioned that the programs job description is to ensure they are following the States requirements. She stated a childs school readiness is imparative due to the Headstart partnerships with elementary schools. She recommends the acceptance of the job description as part of the decision in determining when an employee receives full compensation for a Bachelor Degree and acknowledgement of other degrees and compensation due fit.

     On motion by COMMISSIONER PCT. 1, A.C. CUELLAR, JR., seconded by COMMISSIONER PCT. 2, HECTOR “TITO” PALACIOS, the Court made a UNANIMOUS vote of approval to accept Ms. Flores' presentation and accept the response and send the Letter of Response to DHHS Office of Headstart in Dallas.
