DRAINAGE DISTRICT
BOARD OF DIRECTORS
February 4, 2015
9:00 A.M.
 

NOTICE is hereby given in accordance with Chapter 551, Texas Government Code, that a SPECIAL MEETING of the Drainage District #1 Board of Directors will be held at the Edinburg Council Chambers, 415 W. University Drive, Edinburg, Hidalgo County, Texas. Discussion and possible action relating to the following business will be transacted:

1.
A. Discussion and approval of revised job description for the position of District General Manager.

Mrs. Yolanda Chapa researched the stipulation of the District Manager requiring a degree and discovered there are in most cases, and if not, there is specific language replaced. She wanted to confirm the wishes of the Board. 

A motion was made by Commissioner Pct. 1, A.C. Cuellar and seconded by Commissioner Pct. 2, Eduardo "Eddie" Cantu yet was withdrawn due to discussion. 

On motion by COMMISSIONER PCT. 2, EDUARDO “EDDIE” CANTU, seconded by COMMISSIONER PCT 1, A.C. CUELLAR, JR., Jr. the Board made a UNANIMOUS vote of approval to include the requirement of a degree from accredited four year university; Engineering Degree Preferred in the job description of the position of District General Manager.

Vote: 5 - 0 - Unanimously

B. Discussion and action regarding District General Manager position advertisement and application process.

Mrs. Chapa requested direction from the Board on how they would like the position advertised. Commissioner A.C. Cuellar, Jr. asked whether the position was exempt and if so, why not place a current qualified employee to the position without having to advertise. Judge Garcia suggested  the position be advertised throughout to see what the result they have after some time. Commissioner Cantu the process after advertisement and Mrs. Chapa stated all applications will be disbursed among all the Board. The applicants will then be assessed, interviewed by the Board, then a selection would be made. 

C. Discussion and possible action regarding status of District General Manager position between February 16, 2015 and selection of a District General Manager.

The issue discussed was the amount of time it would take to review applications, interview potential candidates, and the selection process. The Board entertained the idea of extending the contract with Mr. Godfrey Garza, yet Steve Crain, Legal Counsel, stated the extension would need to be agreed by both parties. Mr. Garza declined the extension of the contract. The Board suggested they place Raul Sesin during the interim of the hiring process using an Interlocal Agreement between the County and the Drainage District because he is a County employee. Mr. Crain stated the Interlocal would need to be reviewed prior assigning Mr. Sesin to the interim position. It was discussed among the Board members regarding the ability to hire him on the spot as the District General Manager. The Board was in consensus of Mr. Sesin's qualifications and will have a meeting prior to February 16, 2015 to place him in the position as District General Manager. Mr. Crain informed the Board that Mr. Sesin would still need to go through the Drainage District hiring procedures; therefore, a Special meeting was scheduled for Monday, February 9, 2015 to complete the required steps.  Commissioner Eddie Cantu indicated that the position for an Assistant General Manager should still be sought after and Mr. Sesin concurred. Mrs. Chapa stated she will bring the job description of the Assistant General Manager to the next meeting.

The Board proceeded to the Drainage District Meeting.
