NOTICE is hereby given in accordance with Chapter 551, Texas Government Code, that a SPECIAL MEETING of the Commissioners' Court will be held at the Edinburg Council Chambers 415 W. University Drive, Edinburg, Hidalgo County, Texas. Discussion and possible action relating to the following business will be transacted:
All members of the Court were counted present.
Judge Garcia led the Court and Audience in reciting the Pledge of Allegiance.
Virginia Townsend led the Court and Audience in Prayer.
Commissioner Joe Flores stepped away from the meeting.
The Court moved to approve the Consent Agenda.
Opal Billman commented on the lack of division of property by the court when her husband died. She stated that the court appointed a beneficiary and inherited everything they owned. She added that her requests for explanation have been refused.
Fern McClaugherty expressed her concern over the Senate Bill 626. Her concern is on the basis of the county residents having to pay more taxes and there will be no health care district to produce healthier residents.
Virginia Townsend commented on Senate Bill 905 relating to the appointment of a county auditor in certain populous areas. She stated that it would be defective and asked the Court to refuse support of the Bill.
Judge Garcia stated that the auditors are hired and fired by the Board of Judges which consist of 20 members. If the Bill passes, there will be two members of the Commissioners' Court to sit with that body to provide input prior to making decisions.
Commissioner Joe Flores joined the meeting.
The Court proceeded to Item 20.B, 8.A, 23.G.
Michael Leo, County Judge's Office, informed the Court that Bobby Villarreal will be sending an email to the Court and its Chiefs with any Legislative activity updates. Jesse Ozuna, Precinct 4, informed the Court that the Colonia Lighting Bill in the Senate and the House is reporting favorably on the calendars. The Court Document Filing Bill has gone to State Affairs and may be on the calendar for vote by next week.

Judge Garcia commented on publicity regarding a Reserve Deputy Constable from Oklahoma and asked Constable Gaitan if the Reserve Deputies in our county receive a certification. Constable Gaitan answered that the the deputies carry a Texas Peace Officer License which is required to be activated within two years, otherwise it is not valid. They are required to have a current Firearms License and must qualify every 6 - 12 months. Constable Gaitan assured Judge Garcia that the Reserve Deputies have the same training as a Deputy by obtaining their Texas Peace Officer License and up to date Firearms License.

Mr. Alex Palacios, Prodigy, presented a slideshow of the current state of the building and informed the Court that they are approximately 98%-99% in completion of the project. He added that there is $237,766.12 of project monies remaining with retainage.

Mr. Guerra noted a point of information from the Auditor's Office stating that the DA’s Office recommends that any invoice for payment received clearly denote that the County has no less than thirty (30) days, as required by the Prompt Payment Act, to provide payment; not fifteen (15) days.

Eddie Olivarez, Health and Human Services Chief Administrative Officer, informed the Court of the third annual South Texas Hurricane Conference focusing on building resilient regional communities through the provision of educational tools. He explained how the conference was paid for by a grant from the Texas Department of State Health Services. This conference was an opportunity for first responders, emergency management personnel and other professionals, who may not have the means to travel out of the area, a chance to receive emergency response training, free of charge. The county and surrounding cities were able to save money on travel expenses by not having to send their employees out of the area for the necessary training. Ricardo Saldaña, Emergency Management Coordinator, also addressed the court, thanking them for their continued support.

He also extended his appreciation to the American Red Cross and the Salvation Army.
